Minister of Health and Wellness, Dr Christopher Tufton, broke ground for the rehabilitation of the St. Ann’s Bay Hospital Sewage Treatment Plant on Friday.

The upgrade and modernisation project is being funded by the National Health Fund (NHF) at a cost of $83.6 million.

The Minister also lauded the NHF for continuing to support projects, not only in St. Ann but across the country.

The NHF recently broke ground for two major health projects in the north-eastern parishes – a district health centre in Buff Bay, Portland, and a laboratory and physiotherapy building at the Annotto Bay Hospital in St. Mary –at a total cost of $380 million.

For his part, NHF’s Director of Projects, Institutional Benefits & Facilities Management, Orett Clarke, indicated that with the overall improvements to the various health facilities in the region, citizens will be able to access improved healthcare within their respective areas.

The reports of the 303 Committee and a memorandum by Thomas H. Karamessines, Deputy CIA Director entitled “Plans of Guyana Prime Minister Forbes Burnham, Leader of the People’s National Congress (PNC), to Rig the Elections Scheduled for Late 1968 or Early 1969” might be a good starting point for anyone who cares about facts.

Here is a sample:

“In a meeting of high level government and People’s National Congress (PNC) leaders [2 or 3 words deleted*] Forbes Burnham, Prime Minister of Guyana and leader the PNC, gave instructions to rig the election scheduled for late 1968 or early 1969 in order to permit the PNC to win a clear majority.”

It is not lost on younger Guyanese that rigged elections produced a PNC government that inflicted a host of socioeconomic setbacks, including a brain drain that caused long-term damage to the country.

However, as long as the PNC, in one form or another, is the alternative, the Indo Guyanese vote will go to the PPP not because of race, but because of the record, reputation and persistent rigging by the PNC.

That may give elections the appearance of an ethnic contest but that voting pattern is simply a reflection of the fact that the PNC is the alternative.

I have argued for nearly fifty years that the viability of sugar rests mainly on the relationship between labour and ownership.

I am only taking the pre-slavery arguments of Dr. Eric Williams, and developing them to apply to post-slavery sugar production.

My contention, briefly stated, is that indentureship was a more exploitative form of slavery, which I, using in part, several Commission Reports on the Sugar Industry, was able to substantiate in a paper I did (and still have) for Labor Economics at UG about forty years ago.

And it will remain unprofitable, unviable, and eventually become a serious socio-political canker, unless and until labour is an integral part of ownership and management.

My argument is that sugar has always had a close affinity to slavery, and never, never morally and psychologically moved away from this mode of production.

BY VENERANDA LANGA JUSTICE minister Ziyambi Ziyambi yesterday told Parliament that a law that Zanu PFs proposed Patriotic Act to instil patriotism among citizens had been delayed by COVID-19 which resulted in short staffing at his ministry. Ziyambi was responding to a question by Zanu PF chief whip Pupurai Togarepi who had asked him to explain the Act would be promulgated. Togarepi said the law was urgent. The law is widely viewed as targeted at the opposition. If enacted, its objectives include penalising Zimbabweans that speak ill about the country at international forums. It also targets Zimbabweans who go outside the country calling for sanctions. Zanu PF also wants such people to be classified as terrorists. “Most progressive countries protect their territorial integrity to ensure that their citizens do not go about selling out their country to other nations. Ziyambi added: “I have entrusted my officers to do research on this law. We were actually slowed down by the COVID-19 outbreak which resulted in us being short staffed. However, before the end of the year you must see something happening about this Bill.”

Speaking in a virtual New York Forum Institute-convened roundtable Mr Elumelu ( above with President Kenyatta) said the Covid-19 pandemic provides Africans with an opportunity to come up with own solutions for their socio-economic problems.

We need a martial plan that galvanises the entire continent into a major source of solutions that is less dependent on the ‘circularity of debt’ from developed nations,” said Mr Elumelu who is the chairman of the Nigeria-headquartered UBA bank, a pan-African lender with subsidiaries in Kenya and 19 other African countries.

The roundtable attended by Presidents Uhuru Kenyatta, Niger’s Mahamadou Issoufou, Alassane Ouattara(Cote d’Ivoire), Macky Sall (Senegal) and Sierra Leone’s Julius Bio vouched for entrenchment of homegrown solutions that locals relate with easily.

President of the African Development Bank AFDB Akinwunmi Adesina is in the news!

Africa’s largest economy has opposed calls by the US treasury for an independent probe into whistle-blower allegations that Adesina awarded contracts to friends and relatives.

On Tuesday, Nigeria’s leader Muhammadu Buhari met with Adesina, at the presidential villa in Abuja.

After that meeting, the country says it stands solidly behind the reelection of Adesina.

Equatorial Guinea and Sierra Leone too are backing Adesina, who has also won praise from the African Union, South African President Cyril Ramaphosa and is now gathering support on social media via #IStandWithAdesina.

Messam, who is mayor of the city of Miramar in South Florida, said once back home he directed city managers to plan for a devastating pandemic.

He credits that prompt action for COVID-19 not ravaging Miramar, Broward County's fourth-largest city with a population of 144,000.

When Messam spoke to the Observer two weeks ago, almost 400 people in Miramar had tested positive for COVID-19, making it the third-highest rate for Broward County.

While no COVID-19 deaths have been recorded in Miramar, the city has not escaped the economic downturn sweeping the US.

A star football player at Florida State University, Messam began his public career in 2011 as a Miramar City commissioner.

WHEREAS it is essential that there be maintained in the armed services of the United States the highest standards of democracy, with equality of treatment and opportunity for all those who serve in our countrys defense:

The Committee is authorized on behalf of the President to examine into the rules, procedures and practices of the Armed Services in order to determine in what respect such rules, procedures and practices may be altered or improved with a view to carrying out the policy of this order. The Committee shall confer and advise the Secretary of Defense, the Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force, and shall make such recommendations to the President and to said Secretaries as in the judgment of the Committee will effectuate the policy hereof.
