A former top official from Puerto Rico's Legislative Assembly says he's willing to help his Virgin Islands neighbors try again to create its law of the land. Former Puerto Rico Senate President Eduardo Bhatia came to the territory earlier in June to join a panel discussion about the effort to create a VI Constitution.
