In May, Burundi held a presidential election which was won by Evariste Ndayishimiye, candidate of the ruling National Council for the Defense of Democracy - Forces for the Defense of Democracy (CNDD-FDD) party.

Ndayishimiye was hurriedly sworn in after the untimely death of president Pierre Nkurunziza in June.

Rights violations continue 

The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.

A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.

The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015. 

His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.

Hundreds of people were killed and over 300,000 fled to neighboring countries.

In 1997, the International Criminal Tribunal for Rwanda (ICTR), an international court established by the United Nations Security Council to judge people responsible for the genocide, indicted Kabuga on seven criminal charges including genocide.

Bubacar Jallow spoke to Al Jazeera about the significance of Kabuga's arrest.

Bubacar Jallow: We had clear evidence that he left Rwanda after the genocide and had gone to Kenya.

Al Jazeera: Had Kabuga travelled to Kenya under his own name?

The UN Security Council adopted resolutions to renew the mandates of peacekeeping or political missions in Somalia and Sudan's Darfur and to extend sanctions against South Sudan.

Resolution 2520 authorises African Union member states to maintain, till February 28, 2021, the current level of 19,626 uniformed personnel, including a minimum of 1,040 police personnel, for the African Union Mission in Somalia, to support security preparations for elections due at the end of 2020 or the beginning of 2021, and to conduct tasks in line with an updated Somali-led transition plan and the handover of security to Somali security forces.

Resolution 2521 renews for a year, till May 31, 2021, an arms embargo on South Sudan, and a travel ban and asset freeze against individuals.

The Security Council will carry out a midterm review of the measures no later than December 15, 2020, and expressed its readiness to consider adjusting the measures to respond to the situation

The UN Human Rights Council on Monday adopted a resolution ordering a \"fact-finding mission\" to Libya in order to document violations and abuses committed in the conflict-torn country since 2016.

The United Nations' top rights body adopted the resolution without a vote, \"strongly (condemning) all acts of violence in Libya\", and urging UN rights chief Michelle Bachelet to \"immediately establish and dispatch a fact-finding mission\" to the country.

The draft resolution was tabled in March by a group of African countries, but the UN's top rights body was forced to suspend its main annual session for three months due to the coronavirus crisis, postponing a vote by the 47-member council until Monday.

The council's 43rd session resumed last week after Switzerland relaxed the measures imposed to halt the spread of COVID-19, and concluded Monday with the Libya resolution the last adopted during the session.

Sunday:

PREMIUM TIMES reported that gunmen attacked three communities in Guma Local Government Area of Benue State.

In a separate attack, armed men killed no fewer than 20 people in Faskari Local Government Area of Katsina State.

It erupted over a land dispute between Lunguda and Waja communities in Guyuk and Lafiya Lamurde local government areas of the state

The police spokesman in the state, Suleiman Nguroje, who confirmed the arrest over the latest round of violence, said many houses and valuables were destroyed, forcing residents to flee the affected communities.

Saturday

Early Saturday morning, bandits murdered the village head of Mazoji in Matazu Local Government Area of Katsina State, Dikko Usman.

- Members of ISWAP, a breakaway faction of Boko Haram, on Saturday staged another deadly attack on a village in Gubio local government killing at least 31 residents and injuring many others, security sources told PREMIUM TIMES Sunday.

Egypt’s president Saturday warned that an attempt by Turkey-backed forces in Libya to attack the strategic city of Sirte would cross a “red line” and trigger a direct Egyptian military intervention into the conflict.

Al-Sisi warned that any attack on Sirte or the inland Jufra air base by forces loyal to the U.N.-supported but weak government in Tripoli would amount to crossing a “red line.”

Al-Sisi spoke while inspecting Egypt’s air force and commando units stationed in the Sidi Barrani air base in the country’s western region along the porous desert border with Libya.

Al-Sisi’s strong comments come after Libyan fighters allied with the Tripoli-based government earlier this month advanced toward Sirte, a move that ignored an Egyptian initiative, backed by the east-Libya camp, to stop fighting and embark on peace talks.

But Turkey’s Foreign Minister Mevlut Cavusoglu said Saturday that Haftar’s forces have lost the chance to engage in a political solution to the conflict because Haftar ignored previous calls for a peaceful solution.

The Cameroon government says it is not in any talks with separatist leaders as widely reported on social media last week.

Even a number of mainstream news outlets including the BBC reported that a government representative had met with some anglophone separatist leaders in the capital Yaounde where they were being incarcerated.

A July 6 statement signed by Information Minister, Rene Emmanuel Sadi said dispelled the news stressing that the reports “did not conform with reality.”

He added that all efforts were being taken by the government to end the crisis in the country’s two English-speaking regions but that all such measures were aimed at preserving the unity and territorial integrity of the country.

He reiterated government call for armed groups to lay down their arms and embrace a peace offer by president Paul Biya.

The U.N. refugee agency reports more than 1,000 people have fled a site in western Niger following an attack by unidentified armed men on Sunday.

The group — a mix of Malian refugees, displaced and local Niger nationals — has arrived in the town of Telemces, some 27 kilometers away.

The attack, which occurred about 70 kilometers from the Malian border, left two Malian refugee leaders and a local host community leader dead.

The agency said there has been a sharp increase in attacks in the past few months in the Liptako Gourma region where the borders of Burkina Faso, Mali and Niger intersect.

UNHCR spokesman Andrej Mahecic told VOA armed groups operating in the area are deliberately targeting local communities to drive people further inland in Niger.
