In May, Burundi held a presidential election which was won by Evariste Ndayishimiye, candidate of the ruling National Council for the Defense of Democracy - Forces for the Defense of Democracy (CNDD-FDD) party.

Ndayishimiye was hurriedly sworn in after the untimely death of president Pierre Nkurunziza in June.

Rights violations continue 

The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.

A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.

The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015. 

His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.

Hundreds of people were killed and over 300,000 fled to neighboring countries.

Uganda’s inter-religious council called off the eagerly awaited presidential candidates’ debate.

The council said the debate, that was due on Thursday 03 was cancelled due to limited resources.

Local media reported that a total of ten presidential candidates were expected to grace the occasion.

This comes amid numerous complaints majorly from the opposition who have constantly blamed the security apparatus for rights violations.

Uganda opposition have in most cases face wrath of the police especially the renowned musician-turned politician, Bobi Wine.

Two weeks ago, 54 people died in protests after Wines supporters called for his release following a brief arrest at campaign rally.

They have defended themselves by claiming that they were only implementing Covid-19 guidelines to prevent the spread of Coronavirus.

Bobi Wine was later charged with violating pandemic restrictions on gathering of crowds and granted bail.

The embattled singer later met the electoral commission and asked them to ensure that there should be equitable campaigns and police should be stopped from intimidating the opposition leaders and their members.

Yenagoa — A Federal High Court sitting in Yenagoa, Bayelsa State capital, Thursday convicted Mr. Yunusa Dahiru for the abduction, raping and impregnating a teenager, Miss Ese Oruru, in 2015.

The abduction of Oruru said to be the youngest child of Mr. Charles Oruru and Mrs. Rose Oruru occurred on 12 August 2015 at her mother's shop in Yenagoa Local Government Area of Bayelsa State.

Following public outcry and the intervention of the then Inspector-General of Police (IG), Mr. Solomon Arase, Ese was reportedly rescued by Kano State Police Command on February 29, 2016 and placed in the custody of the government.

Dahiru was arraigned on March 8, 2016 before the Federal High Court in Yenagoa on charges of criminal abduction, illicit sex, sexual exploitation and having unlawful carnal knowledge of the minor.

Dahiru was arraigned and charged with abduction, kidnapping, unlawful carnal knowledge and sexual exploitation by the police on March 8, 2016.

Even as the world awaits the deployment of a COVID-19 vaccine, Africa’s chances at getting a shot  remains remote in the short term according to experts.

That, coupled with the need to cushion health systems across the continent from being overwhelmed is  the other reason for the deployment of a clinical trial named, ANTICOV – the largest trial targeting  mild to moderate cases of the virus.

Why the need for targeted trial  According to the Drugs for Neglected Diseases Initiative, DNDi, ANTICOV’s main goal “is to  identify treatments that prevent mild cases from progressing to severe forms of the disease - and thus  prevent local health systems from being overwhelmed.”

“Treating mild cases is key in Africa because ICU capacity is not as strong as may be in other  developed nations,” a a DNDi statement issued on November 24 stressed. The initiative is working  with other partners on this project.

“We welcome the ANTICOV trial led by African doctors because it will help answer one of our most  pressing questions: with limited intensive care facilities in Africa, can we treat people for COVID-19  earlier and stop our hospitals from being overwhelmed?” John Nkengasong, head of the African  Union’s Centers for Disease Control and Prevention said of the trial.

Role of hydroxychloroquine

Hydroxychloroquine will be one of the drugs to be studied initially, because there are no large multi- country studies yet about efficacy of the drug for mild cases.  HCQ remains the standard of care for COVID in 16 African countries, so this trial will provide key  evidence to inform health policies and national guidelines.

One of the key trials that is known to be undertaken in Africa is the World Health Organization,  WHO’s solidarity trials but it focuses on severe cases whiles ANTICOV will look more at mild cases  with the view to nip the possible transit into severity.

Thirteen countries sign up

Thirteen countries across the continent have signed up for the trial. The majority of these countries are  in West Africa; Ghana, Guinea, Mali, Ivory Coast and Burkina Faso. East African countries include,  Ethiopia, Uganda, Sudan and Kenya.

Central Africa has three countries participating – Cameroon, Equatorial Guinea and the Democratic  Republic of Congo. Mozambique is the sole southern African country to sign up for the trial.

The clinical trial will be carried out at 19 sites continent wide by the ANTICOV consortium, which  includes 26 prominent African and global research and development (R&D) organizations,  coordinated by DNDi.

\"The composition of the committee under the bill is non exhaustive and fails to consider other legislative instruments that allocate power to create committees like the county government Act,\" read the memo.

The Covid-19 bill sought to create a committee whose mandate is to deal with coronavirus and any other infectious disease.

The bill would have given public health officer power to inspect and monitor the spread and impact of Covid-19 and other infectious diseases.

The governor, further said that the provisions of the bill were already incorporated in the Public Health Act as well as the Nyeri County Health Services Act.
