The \"massacre\" is the first reported incident of large-scale civilian fatalities in a week-old conflict between the regional ruling party, the Tigray People's Liberation Front (TPLF), and the government of Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize.
\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.
Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"
The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.
Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".
It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".
Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.
The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.
Abiy said Thursday his army had made major gains in western Tigray.

THE burial of the late popular comedian Lazarus “Gringo” Boora at his rural home in Rukweza, Rusape, yesterday was marred by chaotic scenes as the family clashed with members of the Johanne Masowe eChishanu apostolic sect, a religion he had converted to. BY KENNEDY NYAVAYA The celebrated entertainer, who succumbed to cancer on Monday morning at a private medical facility in the capital, was laid to rest at a cemetery close to his homestead. There was a clash of beliefs over funeral rites, between Gringo’s family and his apostolic church members who removed the corpse from the coffin before burial and barred graveside eulogies. Gringo’s wife and seven children are also members of Johanne Masowe eChishanu sect. This sparked an uproar that saw many disperse in protest. For the Rukweza villagers, they were there to pay last respects to Gringo, while for the artistes and fans it was time to celebrate his illustrious career, but his churchmates were there to bury the entertainer who had been rechristened Madzibaba Gadhirosi. “Before he died, (Gringo) he told us that we should not play drums at his funeral, but not what they are doing here. They removed the corpse from the coffin and we do not like it as his family apart from it being illegal,” Gringo’s brother, Harrison, said. The remorseless church members, however, could not bow to the family’s stance, maintaining that they were following Gringo’s church doctrine. In his speech at the burial, Youth, Sport, Arts and Recreation deputy minister Tinomudaishe Machakaire pledged support for the industry to avoid artistes turning into beggars whenever tragedy struck. “We have converged here for the funeral of our television star who not only entertained the citizens of this country, but all the way up to the President. I have heard the cries of the industry related to the status of their work and I promise that we will make efforts towards making their lives better,” he said. Among the mourners were musicians and creative stakeholders such as National Arts Council of Zimbabwe director Nicholas Moyo, actor-cum-singer Kapfupi, First Farai and Simon Mutambi. Members of the arts fraternity lauded Gringo’s contribution to the industry. “He worked very hard during his days and it is painful that at the time of his death he had not gained meaningful benefits from his work,” said Mbudziyadhura, who worked with him on many projects. THE Zimbabwe Electricity Transmission and Distribution Company (ZETDC) is facing viability challenges, including acute transport problems to carry out its mandate. BY REX MPHISA ZETDC acting managing director Lovemore Chinaka said the problems were affecting the daily running of the country's power utility currently heavily reliant on hired vehicles at most of its stations. In a interview yesterday, Chinaka said some projects had been put on hold because of shortage of materials, but was optimistic his organisation would be on the rebound because it was mobilising resources. Chinaka could, however, not say off-hand the amount ZETDC needed to meet its power supply obligations. “We have serious challenges in transport that have affected our operations. We also need raw materials to carry out our work. I cannot say off-hand how much we need. We are mobilising resources required to meet demand,” he said. “Electrification of sections of Beitbridge is among our three major projects on plans. We have the transformers, but are still here in Harare. We should be moving to the ground, but we still need material for that project,” he said. The power utility has been struggling to supply the country with power, forcing people to destroy forests for firewood. ZETDC has in the recent past increased its tariffs attracting public outcry, but it maintains its charges were the lowest in the region. In September this year, Chinaka said the existing rate was approximately US0,02 per kilowatt hour instead of US0,10 cents per kWh at which the power utility can break even. Mobility in the exchange rates resulted in recurrent increases in imported electricity prices threatening Zesa’s viability. ZETDC blamed vandalism for its failure to power 100 000 households in the past five years. In 2017, ZETDC recorded 736 cases of theft and vandalism which in 2018 climbed to 766 and jumped to 1 178 last year. This year in July 498 cases had already been recorded.

POLICE are investigating a robbery case in Esigodini, Matabeleland South province, where six robbers walked away with US$87 000 and R38 800 on Monday. BY RICHARD MPONDE “The Zimbabwe Republic Police is investigating an armed robbery case which occurred in Esigodini on November 9, 2020 when a gang of six suspects attacked a family with machetes and a bold cutter,” national police spokesperson Assistant Commissioner Paul Nyathi said in a statement. “The suspects used a bolt cutter to break burglar bars of a sitting room window and went on to tie the two complainants with an electric cable and shoelace before ransacking the house. “Complainants were robbed US$87 000 and R38 800 cash which was in a safe, four Samsung Galaxy tablet cellphones, Samsung laptop and a 32-gig flash disk.” The police urged people, including miners to be security conscious and avoid keeping such large amounts of cash in their houses. Cases of robberies are on the rise with the robbers including members of the security such as police and soldiers. This week, a Seke businessman was robbed of US$30 000 by robbers which he was keeping in the house. Meanwhile, leader of an Esigodini notorious gang of gold panners and businessman Baron Dube has been jailed to an effective 10 years for shooting a rival to death in a gold rush in the farming area of Matabeleland South province. Dube (44) of Habane Extension Township pleaded not guilty to murder when his trial started last year, but was convicted on Tuesday by Bulawayo High Court judge, Justice Maxwell Takuva. He was sentenced to an effective 10 years after the court noted that he committed the offence in aggravating circumstances. In sentencing him, Takuva noted that Dube acted out of greed as the offence was committed in a gold rush. “In the first place, you had no right to be at that mine which you claimed the owner tasked you to manage. There was a gold rush at the mine and you were driven there by greed because you are a bully,” Takuva said. In his defence, Dube said he accidently shot the now deceased, Prince Antony Bvundura (22) after he fell down in an attack by his gang, leading in his rifle discharging. Dube’s sworn rival with whom he has had several fights over gold claims and also a gang leader Mkhululi Sibanda was the key witness in the matter.
POLICE in Gweru have since Monday arrested at least 100 pirate kombi drivers and impounded their vehicles for operating illegally. BY STEPHEN CHADENGA The arrests were made as part of measures to curb the spread of COVID-19 which saw the countrywide banning in March of private commuter omnibuses not registered under Zupco. Midlands provincial police spokesperson Inspector Joel Goko confirmed the development, saying the kombis were being handed over to the Vehicle Inspection Department. “We have since impounded over 100 private kombis for operating illegally in the city,” Goko said. “It is part of our routine exercise to ensure pirate public transport operators are brought to book.” Yesterday, pirate kombis ferrying commuters from western suburbs were dropping passengers a few kilometres outside the central business district to avoid arrest at various police roadblocks. Passengers had to walk the remaining distances to town. Recently, government reiterated that private kombis were banned from carrying passengers unless they registered with Zupco. THE ability of Zimbabwean families to take care of children has been compromised by a collapsing economy, compounded by COVID-19. BY GUEST COLUMNIST: GETRUDE DADIRAI GWENZI About 4,3 million people in rural communities, including children, are food insecure this year. The World Food Programme indicates that at least 60% of the population of Zimbabwe needs food aid. The Vendors Initiative for Social and Economic Transformation in Zimbabwe has estimated that over 20 000 children have turned to vending as a means of survival since the COVID-19 lockdown. According to reports, child vendors in the City of Bulawayo are mostly selling fruit and vegetables. And in the capital, Harare, they sell a variety of goods from vegetables to used clothes and shoes. The phenomenon of child vendors in Zimbabwe has been topical for some time. But the situation appears to be worsening. There are no statistics about how much income vendors make due to the informal nature of this business and a lack of centralised co-ordination of their activities. Nevertheless, it’s clear that poverty is the reason children are on the streets. But in their efforts to help their families, they are exposed to risks such as exploitation, abuse and missing school. The situation calls for critical conversation about the capacity of families to protect and care for their children and the role of the social protection policy in the country. A national action plan for orphans and vulnerable children has been in place since 2004. The policy guides the provision of care for these children. My prior experience and observations as a social researcher suggest that the plan isn’t being put to practice. Firstly, there is no clear definition of what the term “orphans and vulnerable children” means, especially in the current economic climate and increasing vulnerability of children in the country. There is a danger that children will fall through the cracks and go unnoticed without any government support. Secondly, there is a lack of good data. The actual number of children at risk is not known due to a dearth of research on child deprivation and government response in Zimbabwe. Thirdly, government interventions aren’t reaching those in need. The government’s national action plan for orphans and vulnerable children is meant to be overseen by a multi-sectoral committee to mobilise resources. Under it poor households were to receive grants varying from US$10 (one-person household) to US$25 (four-person household) per month (paid bimonthly) through a cash transfer. The funds for this come from the Child Protection Fund. The first phase of the plan was between 2005-2010 and the second phase between 2011-2015. The evaluations of these two phases showed several gaps in service provision and targeting of orphans and vulnerable children in the country. By 2017 only 23 000 beneficiaries in eight districts had received the cash transfers. However, the number of families in need way surpasses the number that received assistance. BY PRAISEMORE SITHOLE Church leaders and residents expressed reservations yesterday during a consultative meeting convened by the Parliamentary Portfolio Committee on Health and Child Care to gather public views on the Bill . Zimbabwe Christian Alliance representative Mehlokazulu Ncube said the proposed Bill would affect innocent children. “This thing is against the Constitution of Zimbabwe and my question is why is Parliament pushing such an agenda? We elected parliamentarians to stand for us and it is their duty to deny such Bills which do not promote ubuntu and are against the Constitution,” Ncube said. “What have they done as parliamentarians to educate children and if this Bill is passed, where are they going to get money to buy these things when as a country we have a serious deficit?” A resident, Patricia Chininge, said most of the parents were not helping their children with issues of reproduction. “The society morality has broken down from parents to children and now there are so many child-headed families, but as a society and the government, we have failed to help those children and they end up being exposed to sex and other things,” she said. “Is giving children this type of education the only solution? I am totally against the Bill. Let’s rise up as the society, as the government as the people and find a solution to deal with this problem. The problem is that children are having sex at an early stage. There is no guidance, there is no education, so let’s bring better ways to deal with that.” Baptist Union of Zimbabwe member Godwin Moyo said the Bill seemed to put everything in one basket. “There are problems that are there concerning early pregnancies, child-headed families, but the solution is the one that we are saying no to,” he said. Nkulumane MP Kucaca Phulu said people had not properly understood the Bill. “The young people are having their own angle of understanding and the elderly are having their own interpretation. So, I wish to get time and have more discussions with both the youths and the elderly,” he said. Former Health and Child Care minister David Parirenyatwa said they were sent by Parliament to gather public views. “As you can see, most of the parents and churches are saying ‘no, 12 years is still too young, they are too immature. We are really leading them into child prostitution’ and they are also challenging the age of consent,” he said. “The youths are saying, ‘let everyone have reproductive healthcare’ and so this is the discussion we were having. The parents’ morale is very low and parents have been complaining that not enough consultation was done. We should have consulted teachers, churches, parents and youths separately and I agree with them.”

Mashonaland East provincial police spokesperson Inspector Tendai Mwanza confirmed the incident. “We are appealing to members of the public who might have information on the whereabouts of the suspect to report to any nearest police station. Violence should never be an option and people should always find amicable ways to resolve their differences,” he said. It is reported that on November 4, at around midnight, Reza went to the suspect’s tent and found Munhuwa being intimate with another man and an altercation ensued. Reza reportedly dragged the suspect out and assaulted her with open hands. The suspect reportedly retaliated and a fight broke out. Munhuwa allegedly picked a stone and struck Reza on the head. The two tussled for a long time before heading towards Chikukwa business centre. It is reported that along the way, the suspect picked another stone and struck the now-deceased on the head before he fell on the ground. After realising that she had committed a crime, Munhuwa returned to the tent where she collected her belongings and fled. Reza’s body was discovered by a villager who alerted the police. The police detected that he had a wound on the head and bruises on the abdomen. The body was taken to Murewa Hospital Mortuary for post-mortem.
