Rights violations continue
The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.
A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.
The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015.
His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.
Hundreds of people were killed and over 300,000 fled to neighboring countries.

ZINARA chief executive officer Nkosinathi Ncube was yesterday arraigned before Harare magistrate Trynos Wutawashe on allegations of victimising and transferring four subordinates who had been interviewed by the Zimbabwe Anti-Corruption Commission (Zacc) over graft in the parastatal. BY MIRIAM MANGWAYA Ncube was released on $10 000 bail and ordered to report once every week at Highlands Police Station, as well as to desist from interfering with witnesses. Magistrate Wutawashe then rapped the anti-corruption guidance in the country saying it allowed accused persons to continue working at the organisations where they allegedly committed crimes. 'I am disappointed that the same people who are arrested for committing corrupt activities continue going to work, victimising state witnesses and no disciplinary action is taken against them,' Wutawashe said. 'This is a serious anomaly on how corruption cases are being dealt with. If people are serious about fighting corruption, why is it that someone who was investigated for an offence in October is still formally employed at that same organisation yet were are now in December? This rot must be dealt with, “he said. Ncube allegedly connived with two other Zinara senior officials, who are on bail for obstructing and defeating the course of justice by transferring employees who had co-operated with Zacc on investigating the organisation. Adam Zvandasara, the finance director and Gilfern Moyo, the human resources administration director, were last week freed on $10 000 bail each. Ncube, who is represented by Oscar Tafadzwa Gasva of Mbano, Gasva and Partners, was not asked to plead when he appeared before Wutawashe. The State, led by prosecutor Teddy Kamuriwo alleges that between October 7 and 26, 2020, Ncube transferred Jeremiah Singende, Munyaradzi Tongowona, Tonderai Marange and Nathaniel Straus Tembo to toll gates from head office while Zacc was still carrying out investigations on alleged corruption within Zinara. It is also alleged that Ncube, in connivance with Zvandasara and Moyo, interrogated the complainant Tembo on what he had told Zacc during the interviews. Ncube was remanded to December 17, 2020.
Morocco is gearing up for an ambitious COVID-19 vaccination program, aiming to vaccinate 80% of its adults in an operation starting this month that’s relying initially on a China's Sinopharm vaccine.
The first injections could come within days, a Health Ministry official told The Associated Press.
While Britain began its vaccination program Tuesday with the Pfizer-BioNTech vaccine and the U.S. and European Union are racing to approve a series of Western-made vaccines, other governments are looking to use vaccines from China and Russia.
Morocco is battling a resurgence in virus infections, with the number of recorded deaths from the virus surpassing 6,000. The North African kingdom is pinning its hopes on two vaccine candidates, one developed by China’s Sinopharm and the other by Britain’s Oxford University and AstraZeneca.
The Sinopharm vaccine has been approved for emergency use in a few countries and the company is still conducting late-stage clinical trials in 10 countries.
Morocco’s government seeks to vaccinate 80% of its adults, or 25 million people, as soon as the vaccines are approved by domestic regulators. Priority will go to medical staff and other front-line workers, as well as the elderly.
It will start with the Sinopharm vaccine, which was tested on 600 Moroccans as part of clinical trials this autumn. Morocco has ordered 10 million doses of the vaccine.
The initial deliveries will come from China, but Morocco also plans to produce the vaccine locally, Abdelhakim Yahyan, a senior official at the Ministry of Health, told the state-owned news agency MAP.
In the Moroccan trial of the Sinopharm vaccine, carried out in Casablanca and the capital Rabat from August through November, healthy volunteers received two separate doses of the vaccine. In the advanced trial, volunteers either received the vaccine or a placebo.
According to the health minister, early results have proven the vaccine to be “safe and effective” with no severe side effects reported.
Sinopharm’s shot relies on a tested technology, using a killed virus to deliver the vaccine, similar to how polio immunizations are made.
Leading Western competitors, like the vaccine made by Oxford and AstraZeneca, use newer, less-proven technology to target the coronavirus’ spike protein.

The Ethiopian government has confirmed that soldiers shot at a United Nations team which was driving in the north of the country where the army has been fighting Tigrayan forces. A spokesman blamed the UN staff saying they were not supposed to be in the area. He accused them of driving straight through two check points before they were detained. The UN is yet to comment on Sunday's incident. The team was reportedly trying to reach a camp for Eritrean refugees. There are fears that some have been caught up in the conflict and reports that refugees have been forced onto trucks and back to Eritrea. Premier Soccer League (PSL) chief executive Kennedy Ndebele has responded to issues raised by Zifa against him which border on undermining the authority of the football mother body. BY FORTUNE MBELE Although NewsDay Sport is not privy to the contents of letter Ndebele penned to Zifa, his boss, PSL chairman Farai Jere yesterday confirmed that Zifa were in possession of the correspondence. “Kenny (Ndebele) responded to those allegations, but I have not seen the correspondence he made to Zifa. Zifa are with that letter and nothing has progressed from there. I know the PSL CEO has responded to those allegations,” Jere said, who sits on the Zifa board. Zifa made a litany of allegations against Ndebele last month accusing him of making unfavourable statements to the Press regards to the resumption of football, writing to the Sports and Recreation Commission (SRC) and World League Forum on the same matter. The football mother body said Ndebele needed authority from Zifa to write those letters. The other allegation was failure to submit details of club accounts to Zifa on request. However, Zifa said the allegations did not constitute a charge of misconduct but part of an investigative process. Statements to the Press were made by Ndebele between August and September and Zifa said his comments demeaned the standing of soccer mother body and were meant to bring the game of football into disrepute. Zifa asked Ndebele to confirm if the statements were his and to hold a Press conference to either confirm or deny the comments. He was also asked to confirm if he authored the letter to the SRC. Ndebele had been requested to respond in seven days or “…the association shall draw advise, inferences and will proceed to make a determination on the options available to it without an input from you”. Suspended MDC-T spokesperson Khaliphani Phugeni yesterday walked out of court a free man after being acquitted of rape charges he was facing. by NQOBANI NDLOVU He was being accused of raping a minor. Phugeni appeared before Western Commonage regional magistrate Sibongile Msipa-Marondeze who absolved him saying the case lacked compelling evidence. Phugeni allegedly committed the crime between June and November 2018 in Mhlangeni in Bulawayo. He denied the charges. In an interview after the acquittal of Phugeni, the minor’s mother said the acquittal pained her. “It’s very painful. “Words alone cannot explain my hurt, anger and disappointment. “That was an unfair judgment. “How can somebody rape a 14-year-old child and say it was consensual? “I will not rest till I find justice for my daughter. “People cannot abuse their positions of authority to violate our kids and women in general,” she said. In Phugeni’s last court appearance, the mother of the minor denied claims that she wanted to soil his image after he was nominated for Senate. This followed revelations that she informed politicians such as Lovemore Moyo, the leader of the United Movement for Devolution and Abednico Bhebhe, the ousted MDC-T organising secretary about the case before reporting the matter to the police. “The complainant’s mother told the court that she wanted to resolve the matter politically. Phugheni was represented by lawyer Kholwani Ngwenya. She also told the court that her daughter suffered depression after the rape ordeal and turned to intoxicating substances to deal with the depression. “Her behaviour changed, she started sleeping out and getting drunk. “She would refuse to disclose what was going on in her life, save to say that ’my problems are piling up’. “She disclosed the rape ordeal after I threatened to beat her up for untoward behaviour,” the mother said. Phugeni’s lawyer said: “The evidence by the complainant and her mother was manifestly unreliable as it was discredited and could not prove a prima facie offence on a charge of rape that the accused person was facing. “He was thus found not guilty and acquitted.”
