THE AFRO — The Emmett till Anti-Lynching Act, passed by Congress on March 7, brings a 21 st century lens to the historic terrorism of lynching. The new law imposes criminal penalties up to a maximum of 30 years in prison on an individual who conspires to commit a hate crime offense that results in death or serious bodily injury or that includes kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill.
