Meanwhile, Amnesty International said Thursday that scores of civilians were killed in a \"massacre\" in the Tigray region, that witnesses blamed on forces backing the local ruling party.
The \"massacre\" is the first reported incident of large-scale civilian fatalities in a week-old conflict between the regional ruling party, the Tigray People's Liberation Front (TPLF), and the government of Prime Minister Abiy Ahmed, winner of last year's Nobel Peace Prize.
\"Amnesty International can today confirm... that scores, and likely hundreds, of people were stabbed or hacked to death in Mai-Kadra (May Cadera) town in the southwest of Ethiopia's Tigray Region on the night of 9 November,\" the rights group said in a report.
Amnesty said it had \"digitally verified gruesome photographs and videos of bodies strewn across the town or being carried away on stretchers.\"
The dead \"had gaping wounds that appear to have been inflicted by sharp weapons such as knives and machetes,\" Amnesty said, citing witness accounts.
Witnesses said the attack was carried out by TPLF-aligned forces after a defeat at the hands of the Ethiopian military, though Amnesty said it \"has not been able to confirm who was responsible for the killings\".
It nonetheless called on TPLF commanders and officials to \"make clear to their forces and their supporters that deliberate attacks on civilians are absolutely prohibited and constitute war crimes\".
Abiy ordered military operations in Tigray on November 4, saying they were prompted by a TPLF attack on federal military camps -- a claim the party denies.
The region has been under a communications blackout ever since, making it difficult to verify competing claims on the ground.
Abiy said Thursday his army had made major gains in western Tigray.

Police have arrested 102 businesspeople for allegedly refusing to accept the Zimdollar.
In a Press statement, police spokesperson Assistant Commissioner Paul Nyathi said 28 cases were set to appear in court and cautioned traders against rejecting the volatile currency.
“The Zimbabwe Republic Police reiterates that traders and business entities who continue to refuse to accept Zimbabwe currency, bond notes and coins as legal tender in business transactions risk being arrested and taken to court for the law to take its course,” he said.
Nyathi urged members of the public to continue reporting businesses that refuse to accept bond notes which are a legal tender.
Some traders and businesses are not accepting bond coins, $2 and $5 notes.

Nairobi — As the country heightens the war against the COVID-19 pandemic, the National Police Service continues to receive support from various stakeholders, in order to ensure officers are not exposed to infections.
The latest support came from the National Gun Owners Association (NGAO) which has partnered with the Ministry of Health to train nearly 2,000 police officers on measures they should deploy while executing their duties, particularly in the hotspot areas.

The High Court has upheld the decision by Uganda Law Council to suspend prominent lawyer Geoffrey Nangumya from practice for 16 months and get him to refund client's money he recovered and used for personal interests.
In July 2018, the Law Council, the professional regulator of lawyers, suspended Nangumya after he confessed recovering money on behalf Emmy Tumwine and instead of conveying to him, pocketed it.
Nangumya's troubles stem from a petition that city businessman Tumwine filed at the Law Council, accusing the seasoned lawyer of picking Shs63 million from Muwema and Company Advocates, the law firm which was representing his opponent in a land dispute.
In ordering Nangumya to refund the money, the five-member committee of the Law Council chaired by Bruce Kyerere, Joyce Nalunga Birimumaaso, Miriam Namutebi, Simon Kinobe, Frank Nigel Othembi asked him to pay Tumwine Shs1m for pursuing his complaint and also Shs1.5m to the committee, itself.
The Judges ruled that Nangumya had failed to demonstrate to the Law Council and in their court in any way that he informed or remitted the said money to Tumwine.

Touching on Western Cape, Mkhize said the department had received reports that members of the public remained reluctant to subject themselves to quarantine and isolation, despite the government having secured the sites in various parts of the province.
Mkhize said, having compared the real numbers with those depicted in predictive models, the department had noticed that the Western Cape had not quite reached the surge expected by modellers.
PRESIDENT Hage Geingob yesterday admitted contravening the lockdown regulations when the Swapo Party held a birthday celebration in April at parliament in Windhoek.
Geingob said the party admitted guilt and not being on the right side of the law, and was consequently punished.
