ZIMBABWE’S vision to achieve a US$12 billion mining industry by 2023 could remain a pipe dream if efforts are not directed towards curbing illicit financial flows (IFFs) in the mining sector, according to the Zimbabwe Coalition on Debt and Development (Zimcodd). BY MTHANDAZO NYONI In a 2021 budget strategy paper issued two weeks ago, the government projected that the mining industry will underpin economic recovery. However, Zimcodd said this vision might remain a dream if illicit financial flows (IFFs) are not curbed in the mining sector. The World Bank defines IFFs as cross-border movement of capital associated with illegal activity. IFFs, therefore, includes illegal acts like corruption, tax evasion, smuggling and trafficking of minerals, wildlife, drugs, and people. Every year, an estimated US$88,6 billion, equivalent to 3,7% of Africa’s gross domestic product (GDP), is siphoned out of the continent, according to the United Nations Conference on Trade and Development. “Illicit financial flows are increasingly becoming a cause for concern at national and global level, especially in relation to the realisation of sustainable development goals (SDGs),” Zimcodd said. “The obvious impact of illicit financial flows is loss of revenue much needed for the attainment of SDGs, hence they prejudice countries of millions and billions of dollars which would have been channelled towards domestic consumption and for private and public investment,” it said. Last week, police arrested Zimbabwe Miners Federation (ZMF) president Henrietta Rushwaya at the Robert Gabriel Mugabe International Airport while trying to ship 6kg of gold to Dubai. “The attempt by Rushwaya to smuggle gold with an estimated worth of US$333 000 is only a microcosm of the … huge sums of gold and other precious minerals smuggled out of the country. If the figure is anything to go by, if sold officially, the amount from the gold would go a long way in covering the financial gap existing in the public service delivery sector.” “This would also help in creating additional fiscal space much needed for critical growth enhancing investments,” Zimcodd said. Zimcodd said Zimbabwe’s mining sector accounted for the bulk of IFFs. Gold accounts for the biggest part of IFFs.A recent report said that between 2009 to 2013, Zimbabwe lost US$2,83 billion, through IFFs. This translates to an annual average of US$570,75 million. In 2019, Finance minister Mthuli Ncube said Zimbabwe might have lost between 30 and 34 tonnes of gold to smuggling to neighbouring South Africa. “This is attributed to a number of factors including corruption, dysfunctional regulation, weak enforcement of rules, tax evasion, tax avoidance, smuggling, lack of transparency and accountability in the collection and management of natural resource revenues and limited information on the quantity and quality of geological deposits,” Zimcodd said. WASHINGTON, Michigan (AP) - President Donald Trump yesterday launched one final test of whether the large crowds at his rallies will translate into votes as he races through the final 48 hours of the 2020 campaign with an onslaught of events in the states that could decide the race.A rally north of Detroit on a frigid morning kicked off a frenzied blitz of campaigning over the last two days before the election, with nine more rallies to go.
RAWALPINDI — Spinner Iftikhar Ahmed grabbed a maiden five-wicket haul while Babar Azam notched a half-century as Pakistan thumped Zimbabwe by six wickets to win the second one-day international in Rawalpindi yesterday. Ahmed spun a web around Zimbabwe’s batsmen with figures of 5-40 to wreck them for a paltry 206 before Azam knocked an attractive 74-ball 77 not out to chase down the target in 35.2 overs. Zimbabwe needed early wickets, but a solid opening stand of 68 between Imam-ul-Haq (49) and Abid Ali (22) ensured Pakistan were set up nicely. The win gives Pakistan an unassailable 2-0 lead after they won the first game by 26 runs on Friday. The final match is also at the same venue on Tuesday. US President Donald Trump and his Democratic rival Joe Biden launched a final campaign sprint on Saturday ahead of the November 3 presidential election.
With more than 91 million votes already cast, Trump and Biden are out of time to reshape the race.
They are instead focusing on their base and making sure that any potential supporters have either already voted or plan to do so in person.
Biden held his first in-person campaign events with former president Barack Obama on Saturday in the predominantly Black cities of Detroit and Flint, Michigan.
Obama will campaign for Biden on Monday in Georgia and in South Florida, another area of potential concern if Latino voters sit out the election.
On Saturday, Obama said Trump was a president “who goes out of his way to insult people just because they don’t support them”.
“With Joe and Kamala at the helm,” he said, “you’re not going to have to think about them every day. You’re not going to have to argue with your family about him every day.”
Biden planned to spend much of Sunday in Philadelphia, which is 30 miles from his longtime home in Wilmington, Delaware.
Biden established his campaign headquarters in Philadelphia.
The city gets intense focus because it’s such a deep trove of Democratic votes, especially nonwhite voters.
On Sunday, Trump continued his final campaign sprint in Michigan, where he will speak at 10 rallies in seven swing states.

“This is a hell of a day. You guys must love Trump, this place is packed,” said Trump, who jokingly complained throughout his speech about the cold.
