Congolese organizations gathered in a platform called Vigiciel sounded the alarm Tuesday (Jan. 24). The Dec. 20 presidential election is set to be the first to see Congolese in the diaspora vote. The identification and "enrolment" operations of voters began last month but is lagging behind.
