In May, Burundi held a presidential election which was won by Evariste Ndayishimiye, candidate of the ruling National Council for the Defense of Democracy - Forces for the Defense of Democracy (CNDD-FDD) party.

Ndayishimiye was hurriedly sworn in after the untimely death of president Pierre Nkurunziza in June.

Rights violations continue 

The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.

A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.

The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015. 

His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.

Hundreds of people were killed and over 300,000 fled to neighboring countries.

Rwanda has launched a new mineral export certificate to curb allegations of smuggling of precious metals from the Democratic Republic of Congo.

“The new export certificate is for all minerals not usually covered by the International Conference on the Great Lakes Region (ICGLR) export certificate.

The country now has two different mineral export certificates namely the ICGLR mineral export certificate designated for principal minerals of tin, tungsten and tantalum — commonly known as “The 3 Ts” — and the second one for the rest of minerals, including gold.

Government officials say all the country’s mineral exports are traded legitimately, even as a new report by the UN Security Council said that smuggling of minerals from DR Congo, mainly gold, is conducted by its neighbours.

The report said that smugglers in eastern DR Congo in areas controlled by armed groups sold untagged minerals to middlemen, who in turn sold the minerals across the border in Uganda, Burundi, Rwanda and Tanzania.

Just in recent weeks, fighters allied to Libya's internationally recognised Government of National Accord have made significant gains against their rivals in the Libyan National Army, led by self-proclaimed Field Marshal Khalifa Haftar.

As various would-be mediators attempted to fill the leadership void - from French president Emmanuel Macron to Italy's prime minister, Giuseppe Conte - Haftar's Libyan National Army slowly consolidated its grip on large parts of the country.

When it appeared that Salamé would try to circumvent Haftar and start a national dialogue process, the Libyan National Army launched its assault on Tripoli last April with backing from Egypt, the UAE and Russia.

There was hope that Germany could parlay its neutrality to bring Libya's internationally recognised prime minister, Fayez al-Serraj, and Haftar together along with their main backers, respectively Turkey and Russia.

Given Haftar's recent declaration of military rule over the areas he controls, darker days could be ahead, especially when external powers insist on playing out their great game for the Middle East in Libya.

A ZIMBABWEAN journalist who was imprisoned on charges of incitement by President Emmerson Mnangagwa’s government has accused the successor to Robert Mugabe of having him jailed because he exposed pandemic-linked corruption implicating the First Family. Hopewell Chin’ono, who was bailed on September 2 after spending six weeks in prison on charges that drew international condemnation, told the Financial Times that he was repeatedly told by jailers that they were under orders to punish him. “Prison officers said that they were working under instruction … guards said they were acting on orders of the President,” he said. “The only reason I got out is because of unrelenting international pressure … they would have thrown the key away.” Mnangagwa came to power in a 2017 military coup against Mugabe with promises to end abuse of Zimbabwe’s legal system to silence dissent. The detention of Chin’ono, an award-winning investigative journalist, became a symbol of a return to oppression amid rising unrest over corruption and an economic meltdown in the southern African nation. Chin’ono still faces trial. Since March, the Zimbabwe Human Rights Association, a non-governmental organisation, has documented more than 800 alleged human rights abuses, including arbitrary detentions, scores of assaults by security agents, and 20 attacks on journalists. South Africa’s President Cyril Ramaphosa, the African Union commission, and church groups have added to international pressure on Mnangagwa over the repression. As the global pandemic hit Zimbabwe this year, Chin’ono published stories on the basis of leaked documents, including invoices and contracts, alleging that key COVID-19 supplies were being looted. Local media also reported on the alleged graft. Chin’ono accused Collins Mnangagwa, the President’s son, of involvement. Collins has denied wrongdoing. Mnangagwa’s ruling Zanu PF party ordered Chin’ono to back off. “My problems started when I started doing these corruption exposés” on social media and the local Press,” he said. “When it was tied to Mnangagwa’s family, it became a big issue for Zanu PF.” Mnangagwa’s office did not respond to a request for comment on the claim that the President’s officials gave instructions for Chin’ono to be given severe treatment. Ambassador George E. Moose’s career in international diplomacy resulted from his spending a college summer in the 1960s building a three-room schoolhouse in Tanzania.  The high point of that career came in 1983 when President Ronald Reagan nominated him to be U.S. Ambassador to Benin and later Ambassador to Senegal.

George Moose was born in New York City, New York on June 23, 1944, to Robert and Ellen Amanda Lane.  Moose attended public schools in the city and then graduated from Grinnell College in Iowa in 1966.

After graduation Moose became a Foreign Service Officer in 1967. His first overseas assignment was Vietnam at the height of the Vietnam War.  Moose served from 1969 to 1971, first as Refugee Program Advisor at the U.S. Embassy in Saigon and later as Political Officer at the U.S. Consulate General in Da Nang.  He returned to the United States and worked for the U.S. State Department Board of Examiners from 1971 to 1972 and then served as a Political Officer at the U.S. Embassy in Bridgetown, Barbados between 1972 and 1974.

In 1974 he was assigned as a Political Analyst for Southern Africa in the State Department’s Bureau of Intelligence and Research (1974-76); then as Desk Officer for Southern Rhodesia (1976-77) and Special Advisor to the Under Secretary for Political Affairs (1977-78); followed by a term as Deputy Director of Southern African Affairs (1978-79).

From 1979 to 1980 Moose was an International Fellow with the Council on Foreign Relations and then from 1980 to 1983 he was Deputy Counselor for Political and Security Affairs at the U.S. Mission to the United Nations in New York City.

On October 7, 1983, President Ronald Reagan nominated Moose as Ambassador to Benin. After U.S. Senate confirmation he arrived in Cotonou, the capital of Benin, and presented his credentials on November 4, 1983.  He completed his mission on July 7, 1986.
