[Monitor] There was consternation when President Museveni first announced in 2016 that government planned to revive Uganda Airlines, which had been liquidated 15 years earlier as part of the privatisation crusade under the World Bank and International Monetary Fund's Structural Adjustment Programmes (SAPs).
