THE proposed bio bubble concept, which is expected to take the format of a two-week mini-league tournament in December as domestic football returns in a phased approach, has been thrown into uncertainty with Zifa and the government both refusing to take responsibility for the costs of running what will, in fact, be a pre-season tournament. BY TAWANDA TAFIRENYIKA Although the government, through the Sports ministry, greenlighted the resumption of football under strict COVID-19 regulations, it has refused to commit itself to funding the tournament, which is expected to gobble over US$1 million. While the Sports and Recreation Commission (SRC) has clarified that Zifa and its affiliates will finance the tournament, the football federation yesterday declined to commit itself to full funding of the tournament. The soccer-controlling body said although it would lead the safe return of football, it would confine itself to only funding the testing of players and payment of referees. The pronouncement by Zifa will leave football stakeholders scratching their heads over the balance to cater for players’ accommodation and prize money. “We are grateful for government’s decision to allow the country’s most followed sport to be played, albeit in a staggered manner, because the football ecosystem is critical to the well-being of many individuals and families in Zimbabwe,” Zifa said in a statement. “Zifa is committed to leading the safe return of football by funding the testing of players and paying referees’ fees. We are still engaging government on how other cost centres can be funded to ensure that the return of football happens flawlessly. We are optimistic that government and other stakeholders will collaborate with us to allow the safe return of football. We are hoping that teams can return to training by October 26, 2020 if all engagements go on smoothly. Thereafter, it has been agreed that six weeks of preparations will take place before actual matches commence. The United States Agency for International Development (USAid) yesterday announced two new food security programmes for Zimbabwe, Takunda and Amalima Loko, that will benefit about half a million people in the country’s dry regions. Care International will be the implementing partner for Takunda, funded to the tune of US$55 million, while Cultivating New Frontiers in Agriculture will run the US$75 million Amalima Loko. USAid Zimbabwe mission director Art Brown said the five-year programmes would target nearly 490 000 Zimbabweans in Matabeleland North, Masvingo and Manicaland provinces. “These two new programmes will build on the United States’ investment in Zimbabwean people and tackle the root causes of food insecurity and poverty by assisting almost a half a million vulnerable Zimbabweans to transition from humanitarian assistance to resilience and self-reliance,” Brown said. “Takunda, a Shona word meaning ‘we have overcome’, is a US$55 million programme implemented by CARE International. Takunda will target more than 301 000 Zimbabweans in two districts of Masvingo province, Chivi and Zaka, and two districts in Manicaland province, Buhera and Mutare.” Brown said the programme would empower women and youth to create sustainable livelihoods, improve agricultural practices and technology, and strengthen the governance and management of community assets and infrastructure, which will strengthen household and community resilience against shocks and stresses. HARARE town planner Priscilla Charumbira, arrested on Tuesday for criminal abuse of office after she allegedly unprocedurally approved a change of land use of open spaces, was yesterday remanded in custody to today after she challenged her placement on remand. BY DESMOND CHINGARANDE Through her lawyer Lovemore Madhuku, Charumbira (53) argued that there was no legal basis for placing her on remand. She argued that the facts and evidence placed before the court did not constitute an offence. Magistrate Bianca Makwande will rule on her application today. The accused, who is wife to Chief’s Council president Fortune Charumbira, said the office she occupied did not directly interact with the Local Government minister, hence could not be charged for failing to seek ministerial approval. She said she signed some of the documents which had been approved by other officers that include one Nyabezi. But the State, represented by George Manokore, said the document before the court showed that Charumbira was an accomplice in the matter. It is alleged that sometime in 2016, Charumbira in her capacity as the city planner unlawfully supervised the approval of change of use for land in Sunningdale and along Samora Machel Avenue without the approval of the Local Government ministry.

\"In my 60 years, I have never seen or experienced anything like this,\" said Richard Lichan Lekuterer, his gaze level with the tops of once-towering acacia trees poking above the water, the landscape altered beyond recognition.
Baringo and the other great lakes of Kenya's Rift Valley have risen to levels not seen in at least half a century, some by several metres or more this year alone, following months of extreme rainfall scientists have linked to a changing climate.
These tremendous bodies of water have ebbed and flowed through the ages, supporting life along the banks, but records show this latest surge is unlike any witnessed in recent memory.
\"It was like the speed of the wind,\" said Lekuterer, who relocated deep inland when the water shot up in March and is preparing to move again as the tide inches nearer.
The phenomenon is causing immense flooding along a chain of fresh and saltwater lakes stretching 500 kilometres (310 miles) along an ancient fault from the deserts of Turkana in Kenya's north, to the fertile shores of Naivasha to the south.
Tens of thousands of people have been driven to higher ground and homes, grazing land and businesses abandoned as the lakes have unrelentingly pushed outward.

The crisis shows no sign of easing, with seasonal rains forecast this month threatening further inundation.
\"It has never been this bad before,\" said Murray Roberts, who has lived on Baringo nearly 70 years, where he restores degraded land with his partner Dr Elizabeth Meyerhoff through their Rehabilitation of Arid Environments Trust.
Baringo has swollen about 70 square kilometres (27 square miles) since 2011 but rose sharply earlier this year, flooding their offices and a nearby dispensary.
Roberts' childhood home, and a family holiday business, disappeared beneath the surface.
Like Baringo, the surge at Lake Naivasha, some 200 kilometres south, began slowly about a decade ago, evoking little concern as the basin refilled after a long dry spell.
But it kept rising and in April suddenly accelerated, soon eclipsing the last historic high measured in the 1960s. The lake is now tracking closer to an extreme peak recorded in the early 20th century.
A monitoring station run by the Water Resources Authority (WRA), a government agency, indicates the lake rose 2.7 metres (8.9 feet) between April and June, pushing water half a kilometre inland.
\"It's been phenomenal,\" said Guy Erskine, as hippos wallowed in his submerged hotel at Sanctuary Farm, a conservancy on Lake Naivasha his family has owned since 1978.

Bridget Ugwe spoke with Steve Dede, Senior Editor at Pulse Nigeria. He shares his recollection of events.
Steve Dede : At about 7.15 or 7.30 pm yesterday, we started hearing reports on how some military men, officers came there and opened fire on protesters. I was not there. A couple of us were not there but we got to watch it live from a DJ, Dj Switch, she was doing a live of the events on Instagram yesterday. And about 135,000 people were live as I was watching. And on that live I saw someone who was shot and they were trying to remove the bullets from the person's head. So this thing happened, it's not allegedly or anything of that sort. Since yesterday I've spoken to about ten different people when doing my report at Pulse, who confirmed the incident, who were there, who have been in the hospital you know.
Babajide Sanwo-Olu, Lagos state governor paid a visit to the wounded protestors at the hospital and demanded that an investigation be opened.
However, trust between Nigerian youth and their institutions seems to have reached its breaking point.
Steve Dede : There's no trust between the government and the people. So even Sanwo going there with a photographer that took pictures of himself and the victims ... it looks like just politics you know, going there with a photographer when people are literally dying and fighting for their lives, and you are going to visit them with a photographer and you are putting it on Twitter. It's really insensitive, so we still don't believe him. A governor of a State can't tell us that he is not aware that military men were going to attack protesters in his own State. So we really don't believe him, people don't believe him.
As the African Union and other regional organisations have yet to react, Steve relays what he believes is the message of the Nigerian youth to officials.
Steve Dede : Our message to them is do something. You can't just sit down and watch. We understand that the president of the country is friends with the other heads of states and they form the African Union so that's why it's difficult to talk about it but we have to keep keeping ourselves accountable to one another. That's the only thing that can make this continent great. Look at what the EU is doing, look at other unions do around the world. The African Union has to come together and set personal relationships aside and look at the common goal that is, what would make the continent better and start looking at it.

Ivory Coast's government says it has decided to favorably consider requests on the restructuring of the Independent Electoral Commission.
The decision comes on the proposal of the ECOWAS Peace and Security Commission chaired by General Francis Béhanzin.
The government also expressed its support for a meeting between the President Alassane Ouattara and the President of the PDCI, Henri Konan Bédié, with a view to the participation of the opposition in the presidential election of 31 October 2020.
The information was made public in a statement read by the Minister of Territorial Administration and Decentralization, Sidiki Diakité, at the end of a working session chaired by Prime Minister Hamed Bakayoko on Wednesday, October 21, 2020 in Abidjan. A meeting that brought together the government, the ECOWAS Peace and Security Commission and opposition political parties. The PDCI and the FPI did not respond to the invitation.
According to Sidiki Diakité, the government decided to consider favorably the requests on the restructuring of the Independent Electoral Commission (IEC) made by the opposition after exchanges with this ECOWAS commission. These requests relate to \"the integration of a fifth personality into the central commission of the IEC in the name of the opposition, the granting of a post of vice-president to the PDCI in the office of the central commission of the IEC and the recomposition of the local IECs\".
The participants also deplored the violent demonstrations that have been recorded in recent weeks and which have resulted in loss of life, serious injuries and significant property damage.
In addition, the government called on the political parties to lift, without delay, the watchword of civil disobedience, to commit themselves definitively to the path of dialogue and to work for a peaceful presidential election on Saturday, October 31, 2020.

The self-taught guitarist, also known as Shekinah The Music in the showbiz circles, has worked with a number of artistes among them Vuyo Brown, Mai Mwamuka, Asaph, Sandra Ndebele-Sibindi and Mzoe7. NewsDay (ND) Life & Style reporter Sharon Sibindi caught up with Shekinah The Music, who revealed that his dream is to sign for renowned recording labels such as Sony or Warner. Below are excerpts of the interview. ND: Tell us about yourself and how you ventured into the arts industry? SN: I am a 22-year-old musician who considers himself a down-to-earth, highly imaginative and shy person, but who is always ready to confront any challenge. My music career began at church, singing in a choir and when a friend Paul Maseko introduced me to Band Fusion that is when everything started and I later played for people such a Asaph, Mai Mwamuka and Vuyo Brown. ND: Who is your source of inspiration? SN: Jimmy Dludlu comes first followed by Norman Brown, Kerry 2 Smooth and George Benson. Locally, Samuzik, Hudson Simbarashe and Trust Samende. ND: After working with a number of artistes, how has it shaped your career? SN: Well, they would tell me to be creative and play what I feel is required in a certain song, giving guidelines and tips on what is required by listeners. ND: Which type of guitar do you play and how did you learn to play it? SN: I play lead on an electric guitar, but I can also play the acoustic and bass. A study conducted by Harvard University’s Department of Housing Studies revealed that half of Americans who rent are either severely rent-burdened or moderately rent-burdened. For African Americans and Hispanics, researchers at Harvard determined a triple pandemic for those communities. Observers from the African Union and the Economic Comunity of West African States (ECOWAS) have said Guinea was conducted transparently, despite opposition claims of irregularities.
On Monday, opposition leader Cellou Diallo declared himself winner, saying his own tally gave him a first-round victory over president Alpha Conde.
Diallo’s claim was swiftly rejected by the electoral commission, which called it “premature” and “void”.
Addressing journalists in the capital, Conakry, Augustin Matata Ponyo, the AU’s head of mission in Guinea, said on Tuesday the ballot was held “in transparency”.
