By DAVID CRARY AP National Writer Among transgender-rights activists, there's a powerful mix of hope and fear heading toward the Nov. 3 election. They're yearning for President Donald Trump's defeat but dreading the possibility that his administration might win four more years and continue targeting them with hostile policies. 'The stakes are extremely high,' said Shannon Minter, a transgender attorney with the National Center for Lesbian Rights. 'It seems clear that President Trump intends to use the full power of the presidency and the executive branch to inflict maximum damage on the transgender community.' One of the bullets suspected to have come from the M16 rifle used by 39-year-old Damion Hamilton to murder two cops at an upstairs house in Horizon Park on Friday could have killed Kamika Blake* had she been watching television that morning.
During the exchange of gunfire, approximately 5 a.m., the bullet entered Blake’s home through a living room window, damaging it, as well as a curtain, whatnot, and smart TV.
It is unclear whether Hamilton had an accomplice, but he apparently kicked out windows at the back of the house and leapt out.
After repeated requests from the police to come downstairs, Hamilton refused, The Gleaner understands.
Residents of Horizon Park with whom The Gleaner spoke on Saturday said that Hamilton had rented the Queens Avenue house, along with another man, for some time now.
THE Portland leg of the Southern Coast Highway Improvement Project is continuing at a fast pace despite a $6.6-billion cut in the amount the Government allocated to spend on the massive road programme this fiscal year.
The big ticket items reduced were the amount allocated for the acquisition of land, which has been cut by $2.2 billion, while $4.1 billion has been slashed from the amount allocated for fixed assets for the work, which covers the rehabilitation of approximately 110 kilometres of road between Harbour View in St Andrew and Port Antonio in Portland, and the 26-kilometre thoroughfare from Morant Bay to Cedar Valley in St Thomas.
So far, work has started on the corridor from Audley Crossing in St Thomas to Long Road in Portland, and the road from Manchioneal to Fair Prospect, where preparation — including the clearing of land to widen the roadway, cutting down of overhanging trees, and the gathering of stones to construct retaining walls — is in progress.
“The section from Audley Crossing to Long Road will see a complete rehabilitation for that section of the roadway, construction of adequate drainage, and the installation of new water pipes,” Daryl Vaz, minister without portfolio in the Ministry of Economic Growth and Job Creation, told the Jamaica Observer.
“The corridor from Hectors River to Port Antonio will be fully rehabilitated and fitted with new drainage, new retaining wall, where necessary, construction of new bridges, and installation of new pipelines,” added Vaz.
THE Government is reviewing its decision to reopen Jamaica's rivers and beaches for public use, after finding “flagrant and repeated” breaches of the COVID-19 protocols to minimise the risk of spreading the novel coronavirus.
McKenzie, in a statement to the House of Representatives, said that his ministry has receive detailed reports, and has witnessed “flagrant and repeated” breaches of the critical protocols by large numbers of beach and river-goers.
The Government allowed a phased reopening of beaches and rivers effective Sunday, June 7, allowing people to visit public beaches licensed under the Beach Control Act during the operating hours of 6:00 am to 6:00 pm, and rivers from 6:00 am to 8:00 pm.
McKenzie said then that the relaxation of the restrictions on the beaches and rivers would remain in place for 14 days, after which there would be a review.
He told the House that the Social Development Commission (SDC), which falls under his ministry, had been observing activities at 58 beaches and 65 rivers over the last two weeks.

The autopsy for 23-year-old Javane Duhaney, who was allegedly shot and killed by a Jamaica Defence Force (JDF) soldier on Bray Street in Kingston on May 9, has been delayed as forensic pathologist Dr Althea Neblett reportedly objected to independent observer retained by the family, Dr Jephthah Ford.
As the family gathered at the Tranquility Funeral Home in Kingston yesterday, eagerly anticipating that the procedure would be conducted so that they could move forward with funeral plans, Neblett reportedly declined to work with Ford.
I will write exactly what I see,” Ford said yesterday.
I don’t take sides, and nobody can bribe me, and I say exactly what I see,” he added, also revealing that he had been contacted by East Kingston and Port Royal Member of Parliament Phillip Paulwell, who asked if he could assist the family.

While new concerns looming about the nation’s capacity to contain a fresh outbreak of COVID-19 with the gradual reopening of the island’s borders, Errol Greene, the regional director of the Western Regional Health Authority (WRHA), believes his administration is in a state of readiness to give of its best.
In an interview with The Gleaner on Tuesday, Greene said that although the opening of Jamaica’s ports to visitors and returning nationals is outside his administration’s control, the WRHA is doing all it can to put itself in a position to respond to whatever situation may arise.
The WRHA boss stated that among the measures being utilised to curtail the spread of the coronavirus is the geofencing technology, which is being used to monitor persons entering Jamaica’s borders to ensure that they adhere to quarantine guidelines.
We also have a team of persons who give literature to everyone coming in through the region’s ports, whether through Montego Bay or Falmouth, to tell them how to protect themselves,” explained Greene.
While noting the possibility of travellers entering the island with the virus, Greene said the health authorities must continue to be thorough in the fight against COVID-19.
