A November 26 letter from the presidency asked the head of Uganda's national drug authority to 'work out a mechanism' to clear the importation of the vaccines.

China has about five COVID-19 vaccine candidates at different levels of trials. It was not clear what vaccine was being imported into Uganda.

One of the frontrunners is the Sinopharm vaccine developed by the Beijing Institute of Biological Product, a unit of Sinopharm’s China National Biotec Group (CNBG).

On Wednesday, the United Arab Emirates said the vaccine has 86% efficacy, citing an interim analysis of late-stage clinical trials.

China has used the drug to vaccinate up to a million people under its emergency use program.

On Tuesday, Morocco said it was ordering up to 10 million doses of the vaccine.

Record cases

Uganda on Monday registered 701 new COVID-19 cases, the highest-ever daily increase, bringing its national count to 23,200.

The new cases were out of the 5,578 samples tested for the novel coronavirus over the past 24 hours, the country's health ministry said in a statement.

Tuesday's tally was 606, the second-highest ever number of new infections, bringing the cumulative number of confirmed cases in the east African country to 23,860.

Health authorities have blamed ongoing election campaigns which have drawn huge crowds for the rise in infections.

As this nation found out from the Elections Day count and the recount exercise conducted at the Arthur Chung Convention Centre, 460,352 or approximately 99.1% of them successfully completed valid votes while 4,213 or approximately 0.9% of them saw their votes rejected for a variety of reasons by the GECOM staff under observation by the relevant stakeholders.

It has become apparent that the only reason Mr. Mingo chose to alter the vote count of the PPP/C by decreasing their tally by 3,847 valid votes (see table – Column J less Column I) was to give a fraudulent advantage to the APNU+AFC at these elections.

During that process, the GECOM staff counted, ascertained, and verified the votes from the 2,339 ballot boxes and the totals were compiled on Statements of Recount, which were then aggregated into ten District Tabulation Certificates authenticated by the GECOM staff.

However, what has happened since that recount exercise is that the CEO of GECOM unilaterally chose to abrogate the Constitution and the Representation of the People Act (ROPA) to firstly invalidate 275,092 valid votes (Column A less Column C) on June 18, 2020, and then again on June 23, 2020, he attempted to invalidate 115,844 valid votes (Column A less Column D).

It is clear as day that the CEO of GECOM has chosen to do his own thing with a national process and in so doing has chosen in his hallucination to annul the Constitution, the Rule of Law, the work conducted by hundreds of Guyanese and non-Guyanese in that 34 days recount exercise and most importantly to actively engage in electoral malpractice and voter suppression which is a criminal act.

Although the Prime Minister has indicated no desire to extend the state of emergency (SoE) beyond this month, the Constitution provides for the two houses of Parliament to agree to an extension.

According to Section 10 (1) of the Constitution, once a SoE has run for six months and 15 days, it \"may be further extended from time to time for not more than three months at any one time, by a resolution passed by both Houses of Parliament and supported by the votes of not less than three-fifths of all the members of each house.\"

One of the legal bases for declaring a SoE is if a public emergency has arisen as a result of the occurrence of an earthquake, hurricane, flood, fire, outbreak of pestilence or the infectious disease or other calamity.

On May 15, the office of the President declared an SoE, which was extended for three months on May 24 and for another three months in August to end in November.

Oropouche East MP Dr Roodal Moonilal, said after six months, the extension has done little to stop the spread of covid 19 and there is no way the Opposition would support such a measure.

'I have taken note of the Prime Minister's comment on his arrival from Scotland when he indicated Government will not seek an extension of the SoE.

'I want to remind him that he cannot seek an extension of the SoE because they will get no support from the Opposition. The matter is a moot point. '

Government has 22 seats while the Opposition has 19. The 22 was sufficient to pass the extension which was done via a simple majority.

However, Moonilal warned that while Government cannot proceed with a further extension, as this would require Opposition support in the House, it can reintroduce another one on December 1.

'The People's National Movement (PNM) is known for its level of trickery and deception and we must alert the national community that they can end the SoE on November 30 and reintroduce it on December 1 as a new SoE which does not require any Opposition support.

Opposition Senator Wade Mark made a similar statement at a UNC press conference earlier Sunday.

He said, \"The state of emergency being lifted, I want to remind this country, do not trust the Prime Minister he has fork tongue.'

Mark said Dr Rowley speaks on both sides of his mouth.

'Remember when he told us Petrotrin is not closing down. And if you are closing your fridge and you did not hear me, 'Petrotrin is not closing down.' Well, he destroyed Petrotrin.'

He added, \"So you can't trust this Prime Minister. So we await to see if his word has any meaning or if we was just again mamaguying the population.'

Political leader of the Movement for Social Justice (MSJ) David Abdulah agreed that Rowley's announcement not to seek a further extension was a foregone conclusion.

'That was plain for everybody to see. The Government only has the power to impose a SoE for six months. If the SoE is to continue it will require a special majority, that is, support of the Opposition in both the House and the Senate.

The amendments made to the Finance Bill, 2021 and the Miscellaneous Provisions (Special Reserve Police and Police Complaints Authority) Bill, 2020, in the Senate, were approved in the House of Representatives on Friday.

Finance Minister Colm Imbert said the amendments dealt with clarifying the details of the tax amnesty being extended between July 5-September 17, the dates to which it applied, and the fact that it applied to both taxes and returns, and taxes under the Miscellaneous Tax Act.

He reminded that once these dates had passed, the ability to have fees and penalties waived expired.

On the police-related Bills, Attorney General Faris Al-Rawi said the amendments specified that the Act applied to the special reserve police and the municipal police service.

He said the Police Complaints Authority (PCA) now had increased power to request information.

“The Director of Public Prosecutions (DPP) can now provide the Police Complaints Authority with statements and actions taken. This is in addition to the Commissioner of Police and the assistant Commissioner of Police. The amendments now give the PCA the authority to make requests for information from the Police Commissioner, assistant Police Commissioner, and the DPP if they have not received such in a certain time frame.”

The amendments to both Bills were approved with no objections from the Opposition.

Founded in 1920, The Northwest Enterprise served an important role in supporting and maintaining an emerging African American community in Seattle, Washington and throughout the Northwest.  The newspaper served its community in five specific ways:  visibility, success, support of black institutions, community leadership, and resistance. The Northwest Enterprise quite literally made African Americans visible, running stories and photographs of famous blacks (e.g. Joe Louis) as well as everyday people, such as a local barber or druggist. The paper presented a stark contrast to the Seattle daily newspapers, which either ignored or stereotyped African Americans.   

The Northwest Enterprise also emphasized African American successes. The paper featured not only the achievements of the famous (e.g. black athletes in the 1936 Olympics such as Jesse Owens or Ralph Metcalfe) but also “ordinary” people who graduated from high school or college or worked in their churches. The newspaper also publicized local institutions, such as churches, lodges, and civil rights groups, signaling  their importance.  In turn, such organizations used The Northwest Enterprise as a vehicle for relaying their plans and soliciting new members.

Leading the community’s fight against racism and oppression became a major role of The Northwest Enterprise.  The paper called on its community of readers to fight injustice, and featured stories on the fight against Jim Crow, lynching and disenfranchisement. The newspaper never forgot its mission:  “The Northwest Enterprise wishes at this time to declare that it is first, last and always a Negro newspaper, ever ready to fight the battles of the race... Vigilance must be our watchword!”
