HARARE town planner Priscilla Charumbira, arrested on Tuesday for criminal abuse of office after she allegedly unprocedurally approved a change of land use of open spaces, was yesterday remanded in custody to today after she challenged her placement on remand. BY DESMOND CHINGARANDE Through her lawyer Lovemore Madhuku, Charumbira (53) argued that there was no legal basis for placing her on remand. She argued that the facts and evidence placed before the court did not constitute an offence. Magistrate Bianca Makwande will rule on her application today. The accused, who is wife to Chief’s Council president Fortune Charumbira, said the office she occupied did not directly interact with the Local Government minister, hence could not be charged for failing to seek ministerial approval. She said she signed some of the documents which had been approved by other officers that include one Nyabezi. But the State, represented by George Manokore, said the document before the court showed that Charumbira was an accomplice in the matter. It is alleged that sometime in 2016, Charumbira in her capacity as the city planner unlawfully supervised the approval of change of use for land in Sunningdale and along Samora Machel Avenue without the approval of the Local Government ministry.

[Africa50] Washington, DC -- The Millennium Challenge Corporation (MCC) and Africa50 signed a Memorandum of Understanding (MOU) to develop and launch the Millennium Impact for Infrastructure Accelerator (MIIA) Development Partnership.
The United States Agency for International Development (USAid) yesterday announced two new food security programmes for Zimbabwe, Takunda and Amalima Loko, that will benefit about half a million people in the country’s dry regions. BY SHARON SIBINDI The programmes will be funded to the tune of US$130 million. Care International will be the implementing partner for Takunda, funded to the tune of US$55 million, while Cultivating New Frontiers in Agriculture will run the US$75 million Amalima Loko. USAid Zimbabwe mission director Art Brown said the five-year programmes would target nearly 490 000 Zimbabweans in Matabeleland North, Masvingo and Manicaland provinces. “These two new programmes will build on the United States’ investment in Zimbabwean people and tackle the root causes of food insecurity and poverty by assisting almost a half a million vulnerable Zimbabweans to transition from humanitarian assistance to resilience and self-reliance,” Brown said. “Takunda, a Shona word meaning ‘we have overcome’, is a US$55 million programme implemented by CARE International. Takunda will target more than 301 000 Zimbabweans in two districts of Masvingo province, Chivi and Zaka, and two districts in Manicaland province, Buhera and Mutare.” Brown said the programme would empower women and youth to create sustainable livelihoods, improve agricultural practices and technology, and strengthen the governance and management of community assets and infrastructure, which will strengthen household and community resilience against shocks and stresses. Amalima Loko derived its name from the Ndebele word for a group of people coming together to achieve a common goal and a Tonga word that means “genuine”. “Cultivating New Frontiers in Agriculture will implement this US$75 million investment to improve food security for more than 188 000 vulnerable Zimbabweans in five districts of Matabeleland North province: Tsholotsho, Lupane, Nkayi, Hwange, and Binga,” the US embassy said. “The programme will increase access to food, improve nutritional behaviours, and educate communities on sustainable watershed management.” Since Zimbabwe’s independence in 1980, the American people, through USAid, have contributed over $3,2 billion in humanitarian assistance to Zimbabwe.
A RECORD 10 Zanu PF candidates have submitted CVs to contest in party primary elections scheduled for this weekend for the Marondera East seat. BY JAIROS SAUNYAMA The seat fell vacant following the death of Patrick Chidakwa. This is the second time Zanu PF has had a huge number of candidates battling it out in primaries. Goromonzi South recorded 13 candidates in 2018. Last weekend, Zanu PF convened a provincial elections committee meeting in Marondera where it was announced that 10 candidates had shown interest in contesting in the primaries. Provincial secretary for administration Kudzai Majuru said all was set for the vetting process. “We are waiting for the vetting process to be concluded before we get a final date for the primary elections,” he said. Those who submitted their CVs include Paradzai Bhasikoro, Tatenda Watambwa, Farai Mabvuwe, Taurai Chikukwa-Songore, Harold Gamu, Jeremiah Chiwetu, Sami Mahufe, Fiona Tangawashe, Richmond Chikowore and Ngonidzashe Mandaza. The late Chidakwa took over from Chiwetu in the primary elections held in 2018 after having been a councillor in Marondera Rural District Council. Hundreds of people took to the streets in South Africa on Wednesday to voice outrage at the shooting of peaceful demonstrators in Nigeria.
Africa's most populous country has faced growing unrest as a protest over brutality by a Nigerian police unit known as SARS ballooned into wider grievances against the government.
Witnesses said gunmen opened fire on a crowd of over 1,000 people in the main city of Lagos on Tuesday, with Amnesty International reporting that several people were killed.
On Wednesday, demonstrators draped in the national flag of Nigeria and chanting liberation slogans marched to Abuja's embassy in Pretoria carrying banners reading \"End police brutality\".
Another group of about 400 people in Cape Town, mostly Nigerian nationals, vowed to continue picketing until there was change in Nigeria.
Well-known South African rap star AKA voiced solidarity with the people of Nigeria, saying: \"How can people shoot to KILL their own countrymen and women?\"
\"This is insane... Sending love and strength to Naija,\" AKA tweeted to his 4.6 million followers.
South African opposition party, the Economic Freedom Fighters (EFF), pledged its \"moral and political solidarity\" with Nigerians and called on the government to rein in its army and security services.

Both groups called on the African Union and the Economic Community of West African States to send a strong message to Nigerian President Muhammadu Buhari to immediately end crackdown on protesters.

Violence linked to the election is once again threatening Ivory Coast, and civil society won't stay silent.
Ange Brou, an activist with the NGO Youth Space For Peace, is one of the people calling for the youth and the politicians to have a peaceful dialogue.
He is organising an event at the Belleville market in Abobo.
\"Youth is the driving force in this country. In engaging in violence, the youth loses a lot of opportunities and turns away from its real problems, like unemployment, the lack of training and jobs,\" Brou, the director of Youth Space For Peace, explained.
\"We wish the youth would instead ask for the politicians to sit with them to speak about their vision for a new society, and discuss whose candidacy is best for them.\"
77% of the population in Ivory Coast is under 35 years old. That's a massive electorate that can determine the election's winner.
According to sociologist Faihrman Rodrigue Konan, the social and economic fragility of this population has been exploited by politicians.
\"The stakes are high for the youth during elections,\" Konan said.
\"The violence, that is defended by their elders, generally does not play in favour of the youth.
\"Fundamental questions are ignored and pushed in the background. Because the logic of violence is built on other factors, such as, usually, the identity question, which is often crucial during elections.\"
\"And it pushes other questions in the background, like that of the unemployment, healthcare, access to education. And all these questions are very important for the youth.\"
The fear of the youth, to be taken hostage in the electoral debate, is very real.
Until the 31st of October, the day of the vote, and as the electoral campaign intensifies, the Ivorian youth will be coveted more than ever.
