THE government has announced major road repair and rehabilitation programmes for the new fiscal year.
During the 2022/2023 budget presentation in Parliament on Monday afternoon, Finance Minister Colm Imbert said, “Our road infrastructure, which deteriorated during the pandemic, when resources were redirected to the health sector, would see now a major repair and rehabilitation exercise.”
He said a new state company – the Secondary Road Rehabilitation and Improvement Co Ltd –has been resourced with $100 million and will be given a further $100 million in 2023 for secondary road repairs.
Additional allocations will also be provided to the 14 municipal corporations.
Imbert said the government raised a further $250 million in loan financing for the road upgrade and enhancement programme under the Ministry of Works and Transport.
He said the ministry \"has also been allocated a further $1 billion in its development programme for 2023, as well as increased allocations and other line items for road repairs at the district level.\"
The Solomon Hochoy Highway to Point Fortin and the Diego Martin vehicle and pedestrian bridge overpass are near completion and should be commissioned in 2023.
Tobago's airport's new main terminal building is in progress and is expected to be completed by 2024.
The environmental impact assessment of the Toco Port is at an advanced stage.
The completion of the San Fernando Waterfront redevelopment project and upgrade works on the Moruga fishing port is set for 2023.
Imbert also said Lady Hailes Avenue will be widened into a dual carriageway at a cost of $136 million, to be completed in 2023.

Finance Minister Colm Imbert said he has been instructed to distribute $210 million to health care workers in this year's budget.
Speaking during his budget presentation on Monday, Imbert said this would involve an ex-gratia payment to over 20,000 people.
The Prime Minister had promised the payment to healthcare workers on August 23 at a PNM national public meeting at the Belmont Community Centre.

The mother of a man who lost his balance and fell into a drain on his way home from a bar believes his alcohol addiction was what ultimately killed him.
Chandroutie Kuarsingh urged people to avoid alcohol.
\"Stop it now. Stop the drinking,\" the 53-year-old mother of four told Newsday on Monday at the family’s home.
On Sunday, her son David \"Boyo\" Steven died at Papourie Road, Lengua Village in Barrackpore. Steven, a labourer, turned 29 on Saturday.
\"He was a hard worker. His only problem was he liked to drink a lot. Plenty of people talked to him about it. I talked to him many times, and he promised to ease it up.
\"When he drank, he would come home, eat and sleep,\" Kuarsingh said. \"Saturday was his birthday, and he came home drunk that night. Earlier this year, he fell from the stairs and fractured three ribs. Sometimes his friends would come and carry him to drink out the road.\"
The grieving mother said Steven was sickly and had liquid in his lungs. Doctors advised him not to work for at least a year. He applied for public assistance and was expected to collect his first grant next month.
The police found Steven’s body in the drain at around 2 pm on Sunday.
Minutes earlier, he and his friend Marlon Rampersad had been liming in a bar.
Rampersad recalled that he and Steven drank two nips of puncheon rum in 30 minutes and, at around 1.30 pm, decided to return to their separate homes in the area.
\"I was walking in front of him, and when I looked back, I did not see him. It seems he slipped, but I did not hear anything,\" Rampersad said. \"When I looked, I saw blood, and he was not moving.
\"I flagged down a car, and a guy stopped to help. He called the police, and I went to the station to tell them what had happened.
\"I was at Boyo’s home earlier in the day, and we drank soup before leaving to go to the bar.\"
PCs Sandy, Nabbie, Ramdeo and Maharaj found the Steven lying on his back with head wounds. A DMO later ordered Steven’s body taken to the mortuary of the San Fernando General Hospital.
An autopsy is set to be done during the week at the Forensic Science Centre in St James.
Sgt Narine, Cpl Khallie, and other Barrackpore police gathered evidence.
Investigations are ongoing.

Finance Minister Colm Imbert has said the International Monetary Fund's forecast for global growth is 3.2 per cent in 2022 and 2.9 per cent in 2023, significantly less than the 6.1 per cent in 2021.
He made the statement during the reading of the Estimates of Expenditure for Fiscal 2023 in the budget reading in Parliament on Monday.
Imbert said this would be exacerbated by expected recessions in the US and Europe.
\"A US recession may be induced by an aggressive monetary-policy tightening in response to elevated inflation, and a recession in Europe will reflect surging energy prices and rationing.
\"China may escape recession, but is expected to experience weaker than usual growth in 2022 due to repeated lockdowns, a housing correction and weakening external growth, and they are expected to see only a modest recovery in 2023.\"

Millions of older Americans will see an increase in benefits this January when a new adjustment is added to Social Security payments
Finance Minister Colm Imbert said the government will fund a new long-term loan guarantee scheme for small and medium enterprises.
Speaking during the budget presentation for 2023 on Monday, Imbert said the project will be managed by First Citizens Bank, in collaboration with other commercial banks.
“We are funding $500 million in partnership with commercial banks, a new long-term loan guarantee scheme for SMEs. The government guarantee will be up to 80 per cent of the value of the loans for up to ten years, inclusive of a two-year moratorium on repayments, and will focus on the non-energy sector.”
He said this will be in addition to a number of facilities put in place by government, including the gateway to trade programme, the export booster initiative, the grant fund facility in eight designated sectors, and the SME mentorship programme.
A full tax holiday will be granted for the first six years, business levy and green fund levy, and a 50 per cent reduction in taxes for the next five years.
He said government will expand the forex facility for manufacturers through the Exim Bank.
“One hundred and 36 manufacturers, with 118, or 34 per cent of these, falling into the SME categories, have accessed a total of US$395 million under the Exim Bank forex manufacturing facility. Eighty-seven importers will have access to a total of US$488 million to supply the nation with food, sanitary products, pharmaceuticals, PPE, and other essential supplies, through the essential supplies forex window.”

Energy prices have changed so the Government had to make adjustments, was how the Prime Minister explained the increase in fuel prices during the 2023 budget.
On Monday, during the budget presentation at the Red House, the Finance Minister, Colm Imbert, announced the prices of premium, super and kerosene increased by $1 while diesel increased by 50 cents.
He said while other countries taxed fuel, TT subsidised it, so the country's response to the energy crisis would be different. The reason the Government did not further increase the diesel prices, he said, was because it would have caused major price increases in other sectors.
At the same time, those on the lower income scale were eligible for a one-off $1,000 transportation grant to ease the burden. He added that the Government did not remove subsidies on LPG, deciding to keep the $300 million in subsidies for the benefit of lower income households.
Dr Rowley said fuel subsidies were decreased because the Government decided not to use all of the unexpected $8 billion revenue caused by the unexpected increase in fuel prices to only subsidise fuel. He said he expected some 'push back' but it was best for the country.
He said of the $8.2 billion of increased revenue, about $2.6 billion was spent in the mid-year review, $1 billion was placed in the Heritage and Stabilisation Fund, $2.5 billion went to public servants, about $2 billion in fuel subsidy, and the remaining was used on other things that needed to be done.
'If we had not interfered with the fuel price at all, $7 billion worth of subsidies would have been required and the $8 billion that we would have got from the increased market arrangements would have gone straight to that.
'It means we could have done nothing else for the country, including the people who would have benefited from that.'
He suggested people could reduce personal fuel cost by buying vehicles that used less fuel, not driving during peak traffic hours, carpooling, and taking public transport.
He said the Government was not prepared to have public servants work from home to help reduce personal fuel costs as the arrangement would take a certain amount of infrastructure and discipline he did not think the people of the country had.
'Let us not misbehave here over the changes that were forced upon us. This change in fuel price is not the Government's doing. It's the Government responding to a product which is priced internationally. And we, fortunately, are in a position to do something about it.'
Imbert interjected that the Government could have increased the personal income tax exemption from $84,000 to $90,000 a year was because of the reduction in the fuel subsidy. 'It's a trade off.'
