The 13th Amendment, when it was ratified by the state of Georgia on December 6, 1865, ended chattel slavery as it was passed by Congress and ratified by the required minimum of 27 states (Georgia was number 27) needed for its formal adoption. It must be noted that in the six months leading up to the ratification in Georgia — June 19, 1986 and December 6, 1865 — there were at least 225,000 Black people enslaved in Kentucky alone. Chattel slavery was still LEGAL and practiced in Delaware and Kentucky.
