BY REX MPHISA CUSTOMS and excise officers will soon be trained on how to evaluate minerals as government moves to plug under-declarations of mineral exports, Mines minister Winston Chitando has said. He said his ministry and that of Finance and Economic Development, under which the Zimbabwe Revenue Authority falls, were discussing how to equip customs officers so they are able to detect possible under-declarations of exports. “We are discussing with the Ministry of Finance on the way we can have this intervention and in due course we will overcome this challenge,” he said while responding to journalists in Beitbridge on Monday. Zimbabwe has been losing billions of dollars in mineral wealth smuggling and through under-declaration of minerals which some experts in the banking and mining sectors said were some of the many methods used to externalise foreign currency. Chitando, alongside the Zimbabwe Consolidated Diamond Company officials, were touring a multi-million exploration camp in Beitbridge which was established by Alrosa, a Russian diamond firm, and ZCDC to investigate the presence of diamonds. It has already been established there are indeed diamonds on 15 special grant areas in Maitengwe and Beitbridge, which form the Malipati Diamond Project. Deliveries of gold at Fidelity Printers and Refiners has dropped over the last two years, plunging by 73% in September to close at 1,36 tonnes from 2,8 tonnes in the comparative period in prior year owing to rampant smuggling. This year’s gold deliveries are expected to end the year at 25 tonnes, nine tonnes less than what was delivered in 2018 when prices were much lower than this year. More than 34 tonnes were delivered in 2018. BY MIRIAM MANGWAYA HARARE magistrate Marehwanazvo Gofa yesterday castigated Hopewell Chin’ono’s lawyer Beatrice Mtetwa for embarrassing State prosecutors after she told the court that corruption was stopping prosecutors from owning cars. This was after prosecutor Lancelot Mutsokoti had pleaded with the court to adjourn early so that they could be able to catch Zupco buses to ferry them home. “Your Worship, I pray that the court be adjourned, considering the predicament of many of us who rely on public transport so that we knock off early and we catch the Zupco buses,” he said. Mtetwa then interjected, saying: “If there was no corruption, they should have bought cars by now and will not be using public transport. I was a prosecutor and I bought a car in my first year of practice because there was no corruption.” Mutsokoti’s co-prosecutor Fungura Shambadzeni then asked the court to order Mtetwa to withdraw her statement. Gofa then ordered both the State and defence councils to meet her in her chambers over the matter. “Allow the court proceedings to run smoothly without humiliating each other. Meet me in my chambers. If you don’t come, I will bring this matter in this court,” she said. Addressing journalists outside the Harare Magistrates Court, Mtetwa said she withdrew the statement and apologised to the State since she had uttered them out of jest. Gofa dismissed Chin’ono’s application to be removed from remand, arguing that the tweet which he posted constituted an offence as it jeopardised the Judiciary system. Chin’ono is being accused of posting information that impaired the dignity, reputation and authority of the courts. Through his lawyers, Mtetwa and Gift Mtisi, Chin’ono yesterday applied for bail which was, however, opposed by the State. In challenging bail opposition by the State, Mtetwa said Chin’ono was eligible for bail since he was out of custody on another pending more serious case which attracted a five-year jail term. She also said the investigating officer, Naison Chirape, was opposing bail out of malice because Chin’ono had told the truth which the prosecution was not happy about. The bail hearing continues today.
DEAR President Emmerson Mnangagwa, BY JASMINE OPPERMAN I write this article addressing you as the immediate past chairperson of the Sadc Organ on Politics, Defence and Security. Your Excellency, I also am addressing you as a neighbour to a country which has been troubled by terrorism, wherein your country Zimbabwe has interests. This year, as the insurgency in Mozambique’s Cabo Delgado province has intensified, calls for regional intervention have grown louder. This is more than just talk: the Southern African Development Community (Sadc) is actively exploring ways to intervene, including some kind of military response. A virtual meeting of relevant Sadc committees on June 25-26 resulted in some progress. This included, according to sources, commitment from some countries for boots on the ground, but an overall strategy has not been locked down. Your Excellency, the process of doing so is frustrated by the reluctance of some countries to get involved; practical realities, such as who will fund an intervention; and Mozambique’s determination to remain “in charge” of the situation. There is no doubt that some kind of intervention is necessary, to prevent the situation from spiralling out of control. But caution is required. Walking in blindly — without understanding the complexities at play, and without addressing some of the socio-economic factors that underpin and exacerbate the violence — could make the situation even worse. A complex insurgency Your Excellency, the insurgency in Cabo Delgado, a coastal province in northern Mozambique, began in 2017 with an attack on a police station in the town of Mocimboa da Praia. Since then, the insurgency has gone from strength to strength, even though little is known about its motivations or intent. The insurgents go by the name Ahlu Sunnah Wal Jama, and have reportedly pledged allegiance to the Islamic State. This year, both the frequency and intensity of attacks have increased, and the insurgents have gained access to more sophisticated weaponry. They are yet to attempt to set up any kind of parallel governance structure, but are showing sufficient sophistication to take on Mozambique’s security forces directly. They have also demonstrated the ability to briefly occupy towns such as Mocimboa da Praia and Macomia. Your Excellency, the response from Mozambique’s security forces has been characterised by coercive tactics and human rights abuses, which risks entrenching local grievances against the State. This is a challenge for any potential regional intervention: a close alignment with the Mozambican State could make it difficult to earn trust among affected communities, which is essential for any kind of peacekeeping effort. A recent MediaFax report noted that the Mozambican government’s hardline response had left young men in Cabo Delgado feeling sympathetic to the insurgents; they are more likely to support the insurgency in response to human rights violations by the State than out of any ideological conviction. Multiple people were wounded Wednesday when an explosive device hit an international ceremony commemorating the end of World War I.
The event was being held at a cemetery in the Saudi city of Jeddah, according to French government officials.
Several countries had representatives at the ceremony, held at a cemetery for dead non-Muslims, the officials from the French Foreign Ministry said.
The identities of the victims were unclear.
Saudi state television broadcast from outside the cemetery and acknowledged that an attack involving an explosive device took place.
However it stressed that things were under control and the security situation was now \"stable.\"
The report said an official statement about the cause and casualty details was upcoming.
The stabbing was carried out by a Saudi man, who was arrested. His motives remain unclear.
