That's the finding of a study published Monday in the journal \"The Lancet: Infectious Diseases,\" which used mobile phone data to track how people behaved between January 1 and April 20, a time before widespread calls by state and local officials to stay at home.
The study found that individual decisions to stay put in homes, except for necessary outings for food and medical supplies, likely helped slow the spread of coronavirus before state or local stay-at-home orders were implemented by government officials.
Fast spread slowed by individual behavior
Within four months of Covid-19 first being reported in the US, the disease had spread to every state and to more than 90% of all counties.
The study found that social distancing measures and the slowdown of coronavirus were primarily driven by changes in individual behavior and local regulations, noting that state and federal regulations were implemented either too late or not at all.
In all 25 counties evaluated in the study, individuals moved around less six to 29 days before statewide stay-at-home orders were implemented.
In 21 counties, cell phone data found mobility slowed on an individual level even before local stay-at-home orders were in place, according to study author Lauren Gardner, an associate professor in the department of civil and systems engineering at the Johns Hopkins Whiting School of Engineering.
Is using cell phone data a good way to track behavior?
They are a \"pretty good indicator of travel patterns because phones are often carried around by the person in question,\" Flavio Toxvaerd, a lecturer in economics at the Interdisciplinary Research Centre at the University of Cambridge, said in an email.
\"In any case, the results chime with those found using other data, such as transaction data from credit cards,\" said Toxvaerd, who was not involved in the study.
From late January to mid-April, the study found people reduced their daily movements by varying amounts: In New York City, people reduced their normal activity by 35%; while people in Houston's Harris County reduced their activity by 63% of what was typical.
The study found it took about nine to 12 days, on average, for the effects to begin showing in infection rates, which is somewhat consistent with the 5 to 14 day incubation period of the virus.
Gardner's team said the strong connection between social distancing and decreased transmission rates means that a return to normal mobility around the country creates a significant risk of increased infections -- one that will likely not be apparent for up to three weeks after people begin resuming their normal activity.
\"Indeed, information here is key,\" Toxvaerd said. \"You cannot react to changes in infection risks if you don't know what they are.

The coronavirus pandemic has forced the cancellation and rescheduling of many events. For the first time in the 80-year history of the National Newspaper Publishers Association (NNPA) and the 193 years of the Black Press of America, the pandemic has resulted in the first virtual conference.
Recent mobilizations of the Black community in reaction to the shooting deaths of unarmed Black men demonstrate that we can have an impact on the course of actions by officials of the criminal justice system.
Today, the criminal justice system in Minnesota is being used to control and weaken the Black and American Indian communities by making felons a very large segment of the Black and Indian male populations.
Turning the Black community against Itself
Perhaps the greatest immediate danger to the social fabric of the Black community is the criminal “justice” system.
The social dysfunctions in the depressed areas of the ghetto can be largely attributed to the anti-Black functions of the criminal justice system, which operates to debilitate the Black community by making felons out of a large proportion of Black men who then prey largely on members of their community- “Black-on-Black” crime.
Racial profiling is a tactic used in the strategy of the criminal justice system to maintain the subordination of Black people.
A police department in Louisiana was investigating one of its ranking officer’s social media posts that appeared to be both defending the cop directly involved in the death of an unarmed Black man in Minnesota while also relying on racial tropes to support his premise.
The Shreveport Police Department has placed Sgt. Brent Mason on departmental leave while it tries to get to the bottom of a Facebook post he wrote in reaction to the high-profile death of George Floyd, who was unarmed and handcuffed when now-fired Minneapolis Police Officer Derek Chauvin kneeled on his neck and arguably killed him.
Finally, Mason said that Chauvin should be presumed “innocent” despite the death being recorded by witnesses who imported the cop to stop kneeling on Floyd, who repeated helplessly that he couldn’t breathe.
Shreveport Police Cpl. Angie Willhite told local news outlet ArkLaTexHomepage.com reported that officials were working to determine if Mason violated the department’s social media policy for its employees.
The Shreveport Police Department on Wednesday wrote on its Facebook page that Mason’s opinion did not reflect that of its officers.
John Colletti even went as far as disguising himself as an elderly man to evade suspicion, federal prosecutors say.
Colletti, 55, allegedly targeted his victims by illegally obtaining their personal information and then using counterfeit driver's licenses to withdraw funds from their personal bank accounts via self-service kiosks at the casinos, according to a federal criminal complaint unsealed in federal court in Michigan Thursday.
The kiosks, operated by Global Payments Gaming Services, are used by the casino industry for bill-breaking, jackpot processing, cash withdrawals, cash advances, and ticket exchanges, among other services, according to the complaint.
The kiosks require users to insert their driver's license and the last four digits of both their Social Security number and phone number before checking account funds can be withdrawn. Each victim had previously enrolled to have their bank accounts linked to their profile in Global Payments' \"VIP Preferred Program,\" the complaint said.
\"We initially identified this fraudulent activity and immediately alerted our customer and law enforcement. Throughout the investigation, we provided support and cooperation that ultimately led to the apprehension of this suspect,\" said Global Payments spokeswoman Emily Edmonds in a statement to CNN.
Colletti faces charges of wire fraud, aggravated identity theft, and fraud and related activity in connection with access devices, according to the complaint. Currently in the custody of US Marshals in Kansas, he has a detention hearing set for July 30, according to court documents filed in Kansas.
A spokesman for the US Attorney's Office in the Eastern District of Michigan declined to comment further, though noted that they have requested that Colletti be transferred to face the charges in Michigan.
The attorney representing Colletti in pretrial proceedings in Topeka, Kansas, declined to comment.
The investigation began when casino security at the MGM Grand Casino identified at least 10 victims of identity theft that lost a total of approximately $98,840 between April 26 and May 27, 2019, according in the complaint.
The incidents were reported to the Michigan State Police, who opened an investigation and identified a suspect based on surveillance video, the complaint says.
In each instance, surveillance footage shows a person using a full prosthetic face mask to resemble an elderly White man, according to the complaint.
MGM Grand Detroit could not immediately be reached for comment.
A costume change and unsuccessful escape
Nearly a year later, the Prairie Band Potawatomi Tribal Police arrested Colletti on March 12 for identity theft at the Prairie Band Casino and Resort in Mayetta, Kansas, according to the complaint.
Casino employees had observed, via surveillance video, an individual disguised as an elderly man \"wearing a straw hat, glasses, and using a mobility walker,\" withdraw roughly $20,000 from kiosks, according to the complaint.

George Floyd was fondly remembered Tuesday as “Big Floyd” _ a father and brother, athlete and neighborhood mentor, and now a catalyst for change _ at a funeral for the black man whose death has sparked a global reckoning over police brutality and racial prejudice.
More than 500 mourners wearing masks against the coronavirus packed a Houston church a little more than two weeks after Floyd was pinned to the pavement by a white Minneapolis police officer who put a knee on his neck for what prosecutors said was 8 minutes and 46 seconds.
“I don’t want to see any black man, any man, but most definitely not a black man sitting on the ground in the hands of bad police,“ said Marcus Brooks, 47, who set up a tent with other graduates of Jack Yates High School, Floyd’s alma mater.
In the past two weeks, amid the furor over Floyd’s death, sweeping and previously unthinkable things have taken place: Confederate statues have been toppled, and many cities are debating overhauling, dismantling or cutting funding for police departments.
“The president talks about bringing in the military, but he did not say one word about 8 minutes and 46 seconds of police murder of George Floyd,“ said the Rev. Al Sharpton, the civil rights activist.
