Uganda is due to hold a general election on January 14. Amuriat and another opposition candidate, Bobi Wine have had their rallies violently dispersed by security forces or been arrested.

In mid-November, scores of people were killed as security forces attempted to quell protests against the arrest and detention of Bobi Wine.

Police has accused the candidates of addressing huge gatherings in contravention of regulations on COVID-19 prevention.

Swollen feet

In an interview with one of the dailies in Uganda, Amuriat said his feet hurt a lot and has to pour cold water on them in between campaign stops for some relief.

Doctors have cautioned him on the potential danger of contracting tetanus from cuts to his feet.

Yet Amuriat remains adamant. He says by refusing to wear shoes, he’s standing in solidarity with people whose wealth and opportunities have been stolen by the country’s longtime ruler Yoweri Museveni.

Museveni, in power since 1986 is seeking a new term. In 2017, he changed the constitution to remove age limits that would have stopped him from seeking re-election.

FDC is Uganda’s largest opposition party. In 3 previous elections, the party fronted veteran activist and retired army colonel Kizza Besigye for president.

Nairobi — Members of Nairobi County Assembly drawn from the Jubilee Party are set to convene for a consultative meeting at the party headquarters on Wednesday amid escalating leadership wrangles at the Assembly.

Members of the Majority Party have been fighting over leadership in the Assembly, a war that has split the membership of the party in the assembly into two factions.

Last month Tuju made changes on the leadership, reinstating Abdi Guyo to the position of Majority Leader.

Nairobi Assembly Speaker Beatrice Elachi however declined to communicate the changes, citing 'issues' that the party needed to review.

The meeting at the party headquarters is expected to iron out outstanding issues regarding the County Assembly leadership and agree on the substantive leadership in the legislative arm of Nairobi County.

Guinea's opposition leader Cellou Dalein Diallo declared on Monday declared himself winner of Sunday's vote, defeating Alpha Conde, the incumbent president.

Speaking at a press conference in the capital Conakry a day after the hotly contested election, Diallo said he had emerged \"victorious\" despite \"anomalies which marred the ballot\".

\"I invite all my fellow citizens who love peace and justice to stay vigilant and committed to defend this democratic victory,\" the 68-year-old said, dressed in a sky-blue robe, from his party headquarters.

Outside the building, supporters erupted in joy and chanted \"Cellou, president\". Elsewhere in the city, security forces fired tear gas canisters at crowds assembling in support of Diallo.

Bakary Mansare, the vice-president of Guinea's electoral authority, told AFP that Diallo's self-proclaimed victory was \"null and void\".

\"It is not up to a candidate or a person to proclaim himself the winner outside the bodies defined by the law,\" he said.

Conde's RPG party also said in a statement Monday that it condemned \"with the utmost firmness the irresponsible and dangerous declaration\" by Diallo. It called for its activists to remain calm.

Diallo's announcement sets the stage for a showdown with the government, which insists that Sunday's vote was fair and that the official electoral authority must declare the results.

Signs of a looming electoral dispute began to appear during the vote, however, when Diallo told reporters that Conde could \"cheat\" his way to power.

'Chaos'

Ousmane Gaoual Diallo, a cadre in Diallo's UFDG party, said that results at individual polling states were public, enabling the party's own observers to conduct a count.

\"If we are the winners, we will defend our victory,\" he said. \"We won't wait.\"

Earlier on Monday, Guinea's government said in a statement that the opposition \"clearly intended to create chaos and to call into question the real results that will come out of the ballot box\".

Much of the tension in Guinea relates to President Conde's controversial bid for a third term.

He pushed through a new constitution in March which he argued would modernise the country. But it also allowed him to bypass a two-term limit for presidents, provoking mass protests.

Prime Minister Kassory Fofana said that the opposition publishing results ahead of the official results was tantamount to pouring \"oil on the fire\".

Second round

Guinea's acrimonious political campaign saw Conde and Diallo trade insults, and was marked by violent incidents in some parts of the west African country.

But it also raised the spectre of ethnic strife, with Conde accused of exploiting divisions for electoral ends - a charge he denies.

Guinea's politics are mainly drawn along ethnic lines: the president's base is mostly from the ethnic Malinke community and Diallo's from the Fulani people.

A second round of voting, if needed, is scheduled for November 24.

THOKOZANI Khupe will remain in charge of the MDC-T as acting president until September 5 when the party will hold its extraordinary congress at a yet to be announced venue.

Party deputy spokesperson Khaliphani Phugeni said the extraordinary congress would be held from September 4 to 6 where a substantive president to replace the late leader Morgan Tsvangirai would be elected.

“You will be happy to know that we have come up with a date for our extraordinary congress . . . the date is from the 4th to the 6th of September,” Phugeni said.

“There are a few things I want you to note about this is that, the extraordinary congress is falling within the period given by the Supreme Court.

The judgment issued on March 30, compelled Khupe to call an extraordinary congress within three months, failure for any reason, party interim chairman Morgen Komichi would be required to call the extraordinary congress within four months of the judgment.

UNDERFIRE opposition MDC Alliance leader Nelson Chamisa has lost legal battle for control of the party headquarters, Morgan Richard Tsvangirai House, popularly known as Harvest House, after the High Court ruled in his rival Thokozani Khupe’s favour.

High Court judge Justice David Mangota yesterday dismissed two applications by Chamisa’s party trying to regain control of the party headquarters after it was grabbed by the Khupe-led MDC-T early this month with the help of the police and soldiers.

Buoyed by a March 30 Supreme Court ruling recognising her as the legitimate MDC-T acting president ahead of Chamisa, Khupe went on a warpath recalling MDC Alliance legislators and taking over the party headquarters in central Harare — generally regarded as the citadel of opposition politics.

Before the judgment, Chamisa went on social media platforms urging his supporters to rise against President Emmerson Mnangagwa, saying the social contract between citizens and government had irretrievably broken.

“There is a liquidity crunch, coupled with food insecurity, high unemployment and high incapacitation across people, workers, government, business and absence of external support, the economy is heading for total collapse.”

According to the ACC, the role of the Task Force is “to ensure that the targeted beneficiaries for the World Bank supported National Commission for Social Action (NaCSA) direct cash transfer efforts, are captured in a transparent and accountable manner.”

Speaking on radio two days ago, Deputy Commissioner (DC) of the ACC – Augustine Foday Ngobie, warned that officers handling the cash transfer project must be very careful, adding that anyone caught manipulating the system for selfish purposes will face the full penalty of the law as provided under the amended Anti-Corruption Act of 2008.

“Our mandate in this particular cash transfer provided by World Bank through NaCSA is to ensure that the specific categories of persons affected by the economic downturn due to Covid19 in Bo, Kenema, Makeni and Port Loko are captured”, DC Ngobie emphasized.

Mr. Ngobie also said that the cash transfer is not meant for any political party, local leaders or groups other than those targeted, who are in the informal sector so as to ensure that their businesses do not hit rock-bottom with the outbreak of the pandemic which has halted many viable commercial activities in Sierra Leone.

Whilst commenting on the penalties for abusing the cash transfer system, the Coordinator for Operations at the ACC – Emmanuel Koivaya Amara,  reminded the people of Bo, Kenema, Makeni and Port Loko that President Bio’s administration signed an agreement with the World Bank in 2019 for US$30 million – a grant from the International Development Association (IDA), to finance the Social Safety Net (SSN) Project which initially targeted 35,000 beneficiaries in all 16 districts of the country.
