THE trial of two Beitbridge policemen who allegedly assaulted citizens under the guise of monitoring compliance to the COVID-19 lockdown regulations failed to kick off because their lawyer was absent. BY REX MPHISA Carrotnos Wafawanaka and Hardlife Shoko are accused of assaulting Tafadzwa Mukutiri who sustained serious head injuries on April 17 this year. Resident magistrate Toyindepi Zhou acknowledged receipt of Wafawanaka and Shoko’s Bulawayo lawyer Tatenda Razemba’s letter to the court indicating that he had a commitment at the High Court. “The State has indicated it is ready for trial, but we will note that it is your constitutional right to access legal representation of your choice. I have a letter from your lawyer stating he is committed at the High Court,” Zhou said. Prosecutor Tsitsi Mutukwa suggested that since it was the defence that was not ready, it should propose a date suitable for trial and next Tuesday was agreed upon. Allegations against the two are that they assaulted Mukutiri while he was in handcuffs, accusing him of breaking COVID-19 regulations. Mukutiri, who was in the company of Cyprian Badze and Ronald Kapfunde, was allegedly bashed on the head and sustained deep cuts for which he sought medical attention. The two cops, however, allegedly destroyed his medical affidavit to conceal the crime and ordered Mukutiri to pay a fine. Zhou has already nullified the fine and ordered the police to refund him. Wafawanaka, Shoko and other policemen at Beitbridge Urban face another charge of beating up civilians during arrest while their colleague, Constable Utete from the Canine Unit, faces a charge of setting his dog on non-violent citizens. Police in Dema, Mashonaland East province, have launched a manhunt for four armed robbers who pounced on a businessman before stealing a cashbox with US$30 000, among other valuables. BY JAIROS SAUNYAMA The businessman, Hazvinei Mutasa (43) also lost his pistol to the armed robbers who besieged his homestead. Provincial police spokesperson Inspector Tendai Mwanza confirmed the incident and urged people not to keep large sums of money at home. “The public is warned against keeping large sums of cash at home,” Mwanza said. “This is a security risk which results in the money being easily stolen through robberies. We also take this opportunity to appeal to anyone who might have information on the whereabouts of the suspects to report at any nearest police station.” On November 10 at around 8pm, Mutasa was in company of his two workersoutside his home when armed men approached them and ordered them to lie on the ground. One of the suspects allegedly fired shots in the air and disarmed Mutasa of his FN Browning pistol. It is reported that three of the suspects remained outside, while others dragged Mutasa inside demanding money. The suspects disabled the alarm at the premises and threatened to kill the businessman’s child if he refused to surrender the money. He reportedly surrendered the cashbox which was in his bedroom containing US$30 000. The suspects also dismantled a CCTV server. They also got away with a Samsung S10 cellphone, Itel P33 cellphone and two small Itel cellphones before speeding off in a vehicle belonging to one of Mutasa’s workers. GWERU residents yesterday urged the council to give incentives to people who pay their bills in United States dollars, saying such a move would enable the local authority to collect revenue in foreign currency. BY Stephen Chadenga The residents made the call at a consultative meeting for the 2021 budget. Gweru United Progressive Residents and Ratepayers Development Association Trust executive director David Chikore said council should charge less in US dollars to encourage ratepayers to settle their bills in hard currency. “Since council has adopted dual pricing we propose that instead of billing the US dollar component using the interbank rate, they can lower it a bit compared to the RTGS$ charge,” he said. “By introducing incentives council will be able to directly get revenue in US dollar and pay its suppliers without hassles. Without incentives people will continue opting to pay in Zimdollars.” Mayor Josiah Makombe said his council would consider the proposal. He said council was also working on ways to implement the payment of tariffs in the 2021 budget in a manner that would ease the burden on ratepayers. “That is a welcome move by residents to propose for incentives to those residents who settle their rates in US dollars and we are going to seriously consider it,” Makombe said. “We will do everything as a local authority to make sure that we implement payment methods that ease the burden on our residents.”

A NEWLY-ESTABLISHED pharmaceutical company, Pendulum, has donated US$45 000 worth of surgical equipment to Mpilo Central Hospital. BY PATRICIA SIBANDA Pendulum Pharmaceuticals was launched at Ascot in Bulawayo yesterday after making the lifesaving donation at the hospital. Mpilo Hospital acting chief executive officer Solwayo Ngwenya told the media at the handover ceremony that the donation would go a long way in helping provide critical surgical services. “This donation is quite heavy, worth US$45 000 and the quantities are quite massive, they include guedel airways, these ones are used for anaesthetic operations to help patients breathe during anaesthesia, so they are lifesaving and also there are manual resuscitators for babies and these ones are used for emergency situations,” he said. “We also have large amounts of surgical bed sheets. These will help a lot in times of COVID-19. They will be used by patients to reduce infection rates and help fight COVID-19. We also received a vaginal speculum which we use to examine women and for cervical screening.” Ngwenya added: “It is indeed a wide variety of life-saving anaesthetic emergency room equipment, surgical beds cleanliness and infection control.” He said they were facing other challenges, but they were trying by all means to manage the situation. “The situation is always manageable, we buy and the government sends us regular supplies through NatPham. We also, as a hospital, use our own monies but this is going to be a big boost because it will allow us to divert some of the monies to buy other items that will be in short supply like N95 masks, things generally used in fighting COVID-19,” Ngwenya said. He said one of the major challenges was the malfunctioning of radiotherapy machines despite the promise made by government to have them fixed. Ngwenya said the hospital was experiencing an increase in the number of COVID-19 patients.

SAD news broke yesterday about a pregnant Chivhu woman who beheaded her four daughters and set the family house on fire before handing herself to the police following a dispute with her husband over infidelity. EDITORIAL COMMENT It was indeed a sad day for motherhood in the country. No one can ever, even in their wildest dreams, expect such an unthinkable thing to happen. Life is precious and some people spend millions in hospital bills to boost their fertility and chances to have a child, but the Chivhu woman chose to take life. Not hers, but that of four innocent blooming flowers which she compounded by trying to drink poison while she was pregnant, in effect attempting to take two more lives. Cases of both domestic and gender-based violence are increasing, especially during these times when the country is reeling under harsh economic conditions. The situation will likely get worse, hence it is time we invested in counselling. Research has established that violent behaviour is often a result of an individual’s interaction with various situational and individual factors, meaning community and other cultural influences come to play, if not influenced by alcohol or drugs. Studies have also shown that children are the most victims of domestic violence. The violence can cause physical and emotional harm not only to children, but all people close to the disturbing behaviour. Children can suffer emotional stress, depression and even sleeping disorders. In this case, it is not only sad that the children lost their lives, it is devastating and unimaginable for any community. It is difficult to imagine what was going on in the mind of the woman, what sort of demons was she dealing with which made her lose her mind. This goes a long way in explaining the importance of mental health, which we have ignored for generations. Who can imagine a mother slitting her child’s throat in front of the others? Imagine the trauma they went through while watching the gruesome deed. Couples do have misunderstandings and it is very important to seek counselling and monitor each other until the emotional wounds are healed. It is important for people to learn how to diffuse violent situations, which should start with situational awareness and understanding of each other’s state of mind. Government should invest in counselling. In the past, traditional leaders were the custodians of ensuring peace in families, but with the advent of courts, home-grown solutions to solving domestic disputes have been discarded and this has brought about tension. People should seek counselling instead of engaging in needless loss of life. Mental health is an important issue and counselling is one of its biggest remedies. Government should also invest in social workers to conduct counselling in communities. As a country, we cannot afford to ignore this anymore.
