An Egyptian conglomerate worth billions of dollars has invested $120m to take control of the Right To Dream academy, which was founded in Ghana in 1999 by a former Manchester United scout. Right To Dream started out with a handful of youngsters being trained by Tom Vernon, once Manchester United's head scout in Africa, on basic dust-filled pitches in Accra. Focusing on both education and football, Right To Dream has grown to such extent that it bought Danish top-flight side FC Nordsjaelland in 2016. The Mansour Group, which reported revenues in excess of $7.5 billion in 2018, deals in a variety of interests, with automotive, energy, finance and food among them. The group has created an entity called ManSports to oversee its first foray into the world of sports. 'ManSports … will now focus on establishing a Right To Dream academy in Egypt, and furthering the activities of the Right To Dream academy in Ghana, the FC Nordsjaelland club and academy in Denmark,' a statement said. ManSports is also keen to explore 'UK opportunities at club and academy level', with BBC Sport Africa understanding that the group is eyeing a non-Premier League club in the London area. Right To Dream will now build an academy in Egypt, for boys and girls, with construction on the site in West Cairo set to begin this year ahead of an intended intake of students next year. The launch of a new professional women's football team in Egypt is expected to follow soon after. Mansour Group chairman Mohamed Mansour - whose grandfather Mostafa was a member of Egypt's 1934 World Cup squad - is the seventh richest man in Africa, and 590th in the world, according to Forbes magazine. His son Loutfy - based in the English capital London - will head up ManSports. While the Egyptian business giants have assumed majority control, with Mohamed Mansour becoming chairman, Vernon himself will remain as the 'other significant shareholder' in the company and operate as CEO. 'Our partnership with Right To Dream is taking a strong African-born organisation, with values that align to our own, and sharing more of it with the world to change more people's lives,' said Mohamed Mansour. 'Growing the next generation of Egyptian football talent with aspiring boys and girls, and supporting the growth of our women's team, is the most meaningful way for us to start investing in football.' External budget support
From the external sources, Mr Kasaija projects that Shs2.9 trillion will come from budget support and another Shs9.6trillion will come from project support.
Budget support is a method of financing the budget through a transfer of resources from an external financing agency to the partner government's national treasury.
The government intends to fund the budget by 72.5 per cent while 27.5 per cent will come from the external pool.

The race for mayor of Baltimore may be too close to call between City Council President Brandon Scott and former Mayor Sheila Dixon.
But, there is no doubt who the winner of the Democratic Primary for Baltimore City Council President; it is Del.
Mosby, who currently represents the 40th District of Baltimore City, has captured 40.7 percent of the vote with three of four precincts (the new criteria implemented by the Board of Elections) reporting, with Councilwoman Shannon Sneed in second with 28.6 percent, and former Councilman Carl Stokes in third with 21.6 percent of the vote.
“I want to congratulate Delegate Nick Mosby on his apparent victory in our Democratic Primary, and look forward to working with him as we work together on creating a City that works for all Baltimoreans,” said Sneed in a statement.
Again, this is no time for a victory lap, this is about the work of going after concentrated pockets of poverty in our city.
Kamal Zerfi has long run a junkyard in a no-man's land on the far edge of the Sahara desert. Then government soldiers came and things took a turn for the worse.
Zerfi lives in a remote outpost of the Western Sahara region claimed by both Morocco and Polisario Front pro-independence rebels who recently revived their three-decade struggle.
His auto- and scrapyard is located at the desolate truck stop of Guerguerat in a UN-patrolled buffer zone along the Mauritanian border, where the deployment of Moroccan soldiers has now put paid to his lucrative business.
\"They've stripped me of my goods!\" protested the 42-year-old who said he had been doing good -- and, he insists, legal -- business selling cars on to Mauritania until Rabat sent in the troops on November 13.
Western Sahara has been disputed since the end of Spanish colonial rule. Morocco claims all of it as it own, while Polisario rebels, backed by Algeria, want independence.
Trouble flared again when Rabat recently accused the rebels of blockading the road which links the desert region with Mauritania and the rest of Africa at Guerguerat.
The pro-independence movement, which says the road was built in violation of a 1991 UN-sponsored ceasefire deal, declared the truce null and void and insisted it had no choice but \"to intensify the fight for national liberation\".
- 'Apaches in Kandahar' -
Zerfi said the rebels, whom he calls \"Apaches\", would often block the road link, harming business in the region locals dub \"Kandahar\" after the city in southern Afghanistan.
No UN forces could be seen by a visiting AFP team in the region, known as a hotspot for smuggling of all kinds.
Zerfi, from Marrakesh in southern Morocco, insists his trade is entirely legitimate due to the special status of the demilitarised zone, even if the Moroccan customs service may disagree.
License plates buried in the sand identify the origins of cars that have passed through the junkyard: France, Italy, Spain -- and Germany, the most sought after among Mauritanian buyers, the dealer said.
Now that Moroccan troops have asserted control, tow trucks have taken away the cars that were in decent condition. Spare parts and loads of rubbish, meanwhile, have been set on fire, with acrid black smoke swirling into the sky.
- 'State of war' -
Some businesses in the border outpost \"have lost everything\", said Zerfi, since Moroccan forces arrived to secure the road.
The Polisario has since declared a \"state of war\" that put an end to its 30-year-old ceasefire with Rabat in the disputed territory.
Rabat has also built a sand wall to secure the road to the border post where Moroccan flags are now displayed.
The \"parking lots\" in Guerguerat have long served as a depot for various goods from Mauritania, providing significant income for locals.
Since the troop deployment, \"those who had deposited goods have recovered them -- but those who left them here have been left with nothing\", said Zerfi.

WHEREAS it is essential that there be maintained in the armed services of the United States the highest standards of democracy, with equality of treatment and opportunity for all those who serve in our countrys defense:
NOW THEREFORE, by virtue of the authority vested in me as President of the United States, by the Constitution and the statutes of the United States, and as Commander in Chief of the armed services, it is hereby ordered as follows:
1. It is hereby declared to be the policy of the President that there shall be equality of treatment and opportunity for all persons in the armed services without regard to race, color, religion or national origin. This policy shall be put into effect as rapidly as possible, having due regard to the time required to effectuate any necessary changes without impairing efficiency or morale.
2. There shall be created in the National Military Establishment an advisory committee to be known as the Presidents Committee on Equality of Treatment and Opportunity in the Armed Services, which shall be composed of seven members to be designated by the President.
3. The Committee is authorized on behalf of the President to examine into the rules, procedures and practices of the Armed Services in order to determine in what respect such rules, procedures and practices may be altered or improved with a view to carrying out the policy of this order. The Committee shall confer and advise the Secretary of Defense, the Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force, and shall make such recommendations to the President and to said Secretaries as in the judgment of the Committee will effectuate the policy hereof.
4. All executive departments and agencies of the Federal Government are authorized and directed to cooperate with the Committee in its work, and to furnish the Committee such information or the services of such persons as the Committee may require in the performance of its duties.

Bolgatanga — The Upper East Regional Director of Agriculture, Mr Francis Ennor, has assured farmers in the region that the Ministry of Food and Agriculture will not withdraw its interventions to them in this farming season as a result of the coronavirus (COVID-19).
The Regional Director allayed the fears of the farmers at an award ceremony organised by the Ghana Agricultural Sector Investment Programme (GASIP) and his outfit in Bolgatanga on Monday to honour some farmers in the region for adopting Agriculture Conservation Practices.
Mr Ennor said any lapses to support farmers to undertake farming activities this farming season would have the tendency of affecting food security in this period of COVID-19.
Mr Ennor impressed upon the farmers to adopt climate smart agriculture technologies such as the use of climate-resilient seeds, applying the right quantity of fertilizer at the right time, appropriate land preparation devoid of slash and burn, to enable them harvest good yields.
He said the five-year GASIP, which is being implemented by the Ministry of Food and Agriculture with support from the International Fund for Agricultural Development (IFAD), would this farming season provide support in the form of climate-resilient seeds and other inputs to 1,500 smallholder farmers in 12 districts to cultivate a maximum of two acres each, using various climate-smart agriculture technologies and techniques.

EARLIER this year Finance minister Mthuli Ncube (my neighbour) visited us in Lupane, the provincial capital of Matabeleland North province.
Ncube devoted his time to the issues of a government subsidy on maize meal as well as the price hikes that the government had effected.
The minister explained that the price increase had been necessitated by corruption in the distribution of the commodity.
Is it responsible for the honourable minister to tell starving communities that they cannot access their daily staple diet because prices have been hiked in order to combat corruption?
Given the fact that the minister was flanked by local MPs, a Cabinet minister, government officials, Zanu-PF officials and some members of the taskforce responsible for the allocation and distribution of the commodity including the local business sector leaders, one then wonders who among them could be corrupt to the extent of necessitating a price hike.
