[Vanguard] The Independent National Electoral Commission, INEC, yesterday explained before the Federal High Court sitting in Abuja why it would not allow registered voters that failed to collect their Permanent Voters Cards, PVCs, before the deadline, to participate in the forthcoming general elections.
