[This Day] Thugs used by Abuja Municipal Area Council and Department of Outdoor Advertisement and Signage to collect levies and other bogus charges on behalf of the two agencies, have become anathema for dispatch riders, taxi drivers, and the public through their brash and intemperate manner.
