He remains barricaded in his home which security forces have besieged since Monday. \n\nICC warning  \n\nThe International Criminal Court’s chief prosecutor warned on Friday that warring factions in Guinea could be prosecuted after fighting erupted. \n\n\n“I wish to repeat this important reminder: anyone who commits, orders, incites, encourages and contributes in any other way to crimes … is liable to prosecution either by the Guinean courts or the ICC,” she said. \n\n\n#ICC Prosecutor #FatouBensouda: "I wish to repeat this important reminder: anyone who commits, orders, incites, encourages or contributes, in any other way, to the commission of #RomeStatute crimes, is liable to prosecution either by #Guinean courts or by the #ICC."\r\n— Int'l Criminal Court (@IntlCrimCourt) October 23, 2020 \n\n\nMany people have been killed since clashes began on Monday. BY SHARON SIBINDI THE European Film Festival Zimbabwe 2020 is calling on filmmakers from across the country and those in the diaspora (Europe) to participate in the launch of this year’s virtual short film competition — BIOSKOP. The competition will run under the theme Life as We Don’t Know It, and is open to all genres of film. In a Press release, Paper Bag Africa said the European Film Festival was back despite the COVID-19 pandemic and the fourth edition would run virtually from October 30 to November 30. It will be viewed through a portal specially designed to showcase this year's selected films and the short film competition. “A selection of sophisticated European, Zimbabwean and African films presented by the embassies of the respective European countries awaits audience at the click of a mouse and for free, with a focus on topical issues and alternate perspectives,” said Paper Bag Africa. “The competition calls on Zimbabwean filmmakers to think outside the box and offer a fresh perspective on life amid COVID-19 and in the realm of limited resources. The films will be judged based on content and creativity, as well as their technical aspect, with the winners receiving cash prizes.” Paper Bag Africa said it successfully piloted the project during the previous edition of the festival. They said 24 individuals would be selected to participate in this year's Masterclass. EU ambassador to Zimbabwe, Timo Olkkonen (pictured) said 2020 had been an unpredictable year filled with spills than thrills and unexpected plots and twists. “The world is in a sombre state, COVID-19 has forced many to retreat into their homes, and many more to retreat into the inner space of their minds,” he said. “We need art in hard times, now more than ever. As Team Europe, we are glad that we can play our part in offering this film festival again, despite so many changes in life as we know it.” The competition categories are Best Narrative Short (US$400), Best Documentary Short (US$400), Best Sound Editing (US$200), Best Cinematography (US$200) and Best Diaspora Film (US$200)

BY TAWANDA TAFIRENYIKA FORMER Warriors striker Nyasha Mushekwi is among several football players plying their trade in China facing pay cuts following the approval of a salary cap for all players by the country’s football association. According to a report by the Daily Mail yesterday, the Chinese Super League could be set for an exodus of its biggest names. Several big names from across the world including former Chelsea star, Oscar have in recent years been heading to China for greener pastures. The report further said that salaries for domestic players would be capped at £572 000 a year, while foreign players would earn a maximum of £2,7 million a year. With spending limits having also been imposed for the second and third tier leagues it also affects Mushekwi who is now playing for China League One side Zhejiang Greentown. While the new regulation is a huge blow especially for the likes of Oscar, who is currently reported to be earning £18,87m a year at Shanghai SIPG, it will have profound effects on players like Mushekwi who has also played for the top division in that country turning out Dalian Yifang. The former Caps United striker, who has also played in South Africa and Sweden, is reported to be one of the best paid players in the second tier. The towering striker recently bought a state-of-the-art 45-seater luxury coach believed to be worth US$120 000 for his former team Caps United. The new regulation will certainly hit his pocket, but he will remain one of the best paid Zimbabweans. According to the South China Morning Post, there is an option for players on a salary like Oscar's to have it reduced over three years, rather than taking the hit all at once. Democratic Republic of Congo international Cedric Bakambu formerly of Villarreal who is reported to be on £341 000 a week, will also be affected, Hulk (£293 000 a week) and former Southampton striker Graziano Pelle (£263 000 a week) are other top names facing a similar pay cut. It is understood according to the report that a large number of foreign players are expected to head out of China to continue their careers elsewhere. So serious is the country’s football federation that it has announced plans to dock six to 24 points for any team exceeding limits and bar them from participating in matches organised by the CFA. “No matter how big the club is or how famous the player is, we will strictly follow the regulations with no considerations,” CFA president Chen Xuyuan said. “Do not test our determination. “CSL club expenditure is about 10 times higher than South Korea’s K-League and three times higher than Japan’s J-league. But our national team is lagging far behind,” He said. “The bubbles not only affect the present of Chinese football, but also hurt its future.” Follow Tawanda on Twitter @Tafitawa

BY JAIROS SAUNYAMA PRESIDENT Emmerson Mnangagwa has described the year 2020 as successful in putting Zimbabwe on track for his Vision 2030 targets. “As we end today’s Cabinet session, which is the last for the year 2020, it is imperative that we take stock of some of the achievements in our journey towards the attainment of Vision 2030,” Mnangagwa said in his closing remarks at the final Cabinet meeting of the year. “The year has recorded a number of successes, which would not have been possible without your commitment to duty and excellent performance.” Mnangagwa said major achievements were noted in the road and infrastructure sector, the Pfumvudza farming concept, the completion and launch of the National Development Strategy 1, implementation of devolution and the heritage-based education 5.0, among other things. He, however, acknowledged the setbacks brought about by the outbreak of the COVID-19 pandemic that paralysed a number of businesses. “The COVID-19 pandemic also brought in its wake unprecedented disruption to other aspects of our lives on a global scale, resulting in the intermittent shutdown of several businesses. “However, our timely decisions, including the introduction of the $18 billion stimulus and recovery package helped avert a possible crisis. “Besides causing challenges to development, COVID-19 also provided opportunities for growth towards self-reliance, particularly in the health sector,” he said. He added that power supply had stabilised and the country would export surplus by 2023. “Power supplies have relatively stabilised, been stable and completion of projects to further improve the situation as well as implementation of the renewable energy policy should consolidate this position. “As a result, of the power generation projects being implemented, the country should be self-sufficient and become a net exporter of power by 2023,” he said. The country is experiencing an economic crisis characterised by skyrocketing prices and strikes by civil servants such as teachers, nurses and doctors. Mnangagwa’s government also failed to provide social grants to millions of people whose livelihoods were disrupted by the COVID-19 pandemic. The country also face a political crisis that forced South Africa to dispatch envoys to discuss the issue with Mnangagwa and his ruling party. Follow Jairos on Twitter @jairossaunyama
