Progressive Democratic Patriots' deputy political leader Farley Augustine has described Chief Secretary Ancil Dennis’ explanation about the discrepancies identified in an Auditor General’s report as \"pure rubbish.\"
The Auditor General's report, which covered the period October 2019 to September 2020, expressed concerns about the Tobago House of Assembly's handling of covid19 relief, particularly food card/vouchers and rental assistance programmes.
Dennis responded to the report in a lengthy statement on Monday night.
He said while there are areas for improvement, “I saw nothing in this report which suggests illegal or corrupt activity.
“All we have set out to do is to bring relief to all affected persons in Tobago in a timely manner.”
But Dennis admitted there is need for training of the THA’s management and staff to prevent a repeat of procedural and accounting errors “that have surfaced in this report and previous ones.”
In a statement posted on his Facebook page on Monday, Augustine, who has called for the discrepancies to be thoroughly investigated, said, “That entire press release of response is pure rubbish and excuses for not adhering to the financial regulations and the mandates of the auditor general’s office. It is always an excuse for them.”
He added: “Report after report from the auditor general’s office is damning and all we get are excuses.”
Augustine, who is the representative for Speyside/Parlatuvier/L’Anse Fourmi, complained that the PDP’s assemblymen were never offered emergency social assistance cards to help the vulnerable in their respective electoral districts.
“Were the PDP assemblymen offered any of these social emergency cards? The answer is no.
“Therefore, the act of decentralising the operation is just rubbish. They decentralised it to include party hacks but not all 12 assemblymen.”
Augustine also scoffed at Dennis’ claims that all of the THA’s records regarding the various covid19 relief initiatives were accounted for.
“He claimed that they have all of these records, but why they were not presented for audit?”
He said Dennis must understand that the THA cannot spend money as it wants without process and oversight.
“There are regulations guiding these things. It is not for politicians to decide when and how to obey them.”

Benjamin L. Hooks , in full Benjamin Lawson Hooks (born Jan. 31, 1925, Memphis, Tenn., U.S.—died April 15, 2010, Memphis), American jurist, minister, and government official who was executive director of the National Association for the Advancement of Colored People (NAACP) from 1977 to 1993.
Hooks attended Le Moyne College in Memphis (1941–43) and Howard University, Washington, D.C. (1943–44; B.A., 1944), served in the U.S. Army during World War II, and later studied law at De Paul University in Chicago (J.D., 1948); no law school in Tennessee was admitting blacks at that time. From 1949 until 1965 he practiced law in Memphis. He participated in restaurant sit-ins of the late 1950s and early ’60s and joined the Board of Directors of Martin Luther King’s Southern Christian Leadership Conference, among many other civil-rights and public-service organizations. Ordained a Baptist minister in the mid-1950s, he preached regularly at churches in both Memphis and Detroit, and he won a wide following for his eloquence as a public speaker.
Assistant public defender of Shelby County (Memphis) from 1961, he was appointed judge of Shelby County Criminal Court in 1965, the first African American to hold that position. He was elected for a full eight-year term in 1966, but he resigned in 1968. In July 1972 Hooks was appointed to the U.S. Federal Communications Commission and became the first black FCC commissioner. He resigned to become executive director of the NAACP on Aug. 1, 1977, succeeding Roy Wilkins. Hooks also served as the chairman of the board of directors of the National Civil Rights Museum in Memphis and helped to found the Benjamin L. Hooks Institute for Social Change at the University of Memphis in 1996. Hooks stressed the need for affirmative action and pressed for increased minority voter registration. He deplored underrepresentation of minorities in media ownership. He was awarded the Presidential Medal of Freedom in 2007.

The Caribbean Community (CARICOM) is concerned at reports that the Chief Elections Officer has submitted a Report to the Guyana Elections Commission (GECOM) which is contrary to the directions given by the Commission and which does not reflect the results of the recount process as certified by the very staff of the Guyana Elections Commission and witnessed by representatives of the political parties.
The CARICOM Observer Team was of the unshakeable belief that the people of Guyana expressed their will at the ballot box on March 2 and that the results of the recount certified as valid by the staff of GECOM led to an orderly conclusion on which the declaration of the results of the Election would be made.
Therefore, we must ask – on what grounds and by what form of executive fiat does the Chief Elections Officer determine that he should invalidate 1 vote, far less over 115 000 votes when the votes were already certified as valid by officers of the Guyana Elections Commission in the presence of the political parties.
I assure you that the Community remains committed to the people of Guyana and remains resolute that the report of its Observer Mission was very clear in its conclusions as to the will of the Guyanese people as reflected in the recount which they monitored.
