ZIMBABWE’S health budget allocation has been dismissed as grossly inadequate to tackle the myriad of challenges besetting the sector.Finance minister Mthuli Ncube allocated the health sector $54,7 billion, constituting 13% of his $429 billion budget in the 2021 National Budget presented in Parliament on Thursday. BY Phyllis Mbanje Although health was allocated the biggest vote, stakeholders have said the amount was inadequate to clean up the mess in the sector. Most public health facilities are operating on shoe-string budgets with barely meet the minimum tools required to give quality healthcare. Commenting on the budget allocation the Zimbabwe Nurses Association (Zina) president Enock Dongo said the 13% fell short of the situation on the ground. “They should have tried for 15% as agreed by the Abuja Declaration. We appended our signature to this and must honour it,” Dongo said. In April 2001, the African Union member States met and pledged to set a target of allocating at least 15% of their annual budget towards health. Dongo said the advent of the COVID-19 pandemic has also made the health delivery system worse and this required substantial funding to address the challenges. “Unless there is going to be a separate budget for COVID-19,” he said. He said another concerning issue was the actual release of the funds. Community Working Group on Health (CWGH) executive director Itai Rusike said the budget allocation to the health sector is below the level required for the delivery of quality health services. He questioned if the allocation had increased in real terms if compared to other years. Many Zimbabweans are failing to access health services due to regular increases in essential drug costs and hospital costs. Citizens Health Watch (CHW) said while they welcomed the increase in health allocation, but was however concerned with the unsubstantiated claims regarding reforms in the sector as foundation for the budgeting. “A clear audit of the claims should be made. The renovations being celebrated are of little value without personnel and medicines in the respective facilities,” said Fungisayi Dube, from CHW. “We welcome the increased budget on refurbishment and procurement but measures should be put in place that resources are utilised accordingly as the health sector has been embroiled in corruption scandals.” Meanwhile, teachers have slammed Ncube’s budget, describing it as “high sounding nothing with no educational traction”. Ncube allocated $55 billion to the Primary and Secondary Education, which translates to 12,8% of the budget. At least 43 farm workers have been killed and 6 others wounded by Boko Haram near the northeastern city of Maiduguri on Saturday.

Anti-jihadist told militia that the victims were working in a rice field before the attack.

According to the militia, the assailants tied up the agricultural works and then slit their throats in the village of Koshobe.

\"We have recovered 43 dead bodies, all of them slaughtered, along with six others with serious injuries,\" said militia leader Babakura Kolo, who helped the survivors.

\"It is no doubt the handiwork of Boko Haram who operate in the area and frequently attack farmers\", he added.

Another militiaman Ibrahim Liman said ‘’ there were 60 farmers who were contracted to harvest paddy in the rice fields.’’ 8 others were missing and presumed to have been kidnapped by jihadists, he told AFP.

The bodies were taken to Zabarmari village, two kilometres away. They would be kept here ahead of burial on Sunday, resident Mala Bunu, who took part in the search and rescue operation said.

In September, Boko Haram militants killed 22 farmers working on their irrigation fields near Maiduguri in two separate incidents.

Boko Haram and ISWAP, it IS-linked rival, have increasingly targeted loggers, herders and fishermen in their violent campaign. The nefarious group accuses their victims of spying and passing information to the military and local militia fighting them.

At least 36,000 people have been killed in the jihadist conflict, which has displaced around two million since 2009.

An immense portrait of a child in Yorkshire England aims to highlight the plight of children in war-torn Yemen.

The project is the work of a group of artists known as ‘’Sand In Your Eye’’ in the United Kingdom.

\"We watched the report and the report was telling us how children in the Yemen were really under pressure from climate change and war, but then COVID-19 and it was disrupting food supplies and medication as well. And so we looked into it a little bit further. And then UNICEF said that 6,000 children could pass away every single day because of this, these same reasons\", Jamie Wardley, sand artist and founder of Sand In Your Eye said.

The portrait is made up of 6,000 real-sized figures of playing children, symbolizing the 6,000 that UNICEF warned could die each day because of Yemen’s dire situation.

\"You know, you can't look at a child who is really, really poorly and not be affected by it, and then I think art also helps to visualize, make visual representations of things that are quite difficult to understand. And so behind me on my screen, I've got the images that we drew\", he added.

According to a recent report by UNICEF, millions of children could be pushed to the brink of starvation as the covid-19 pandemic sweeps across the country, amid a fall in global aid.

South Africa on Wednesday began a period of mourning for lives lost from gender-based violence and COVID-19.

South African President Cyril Ramaphosa , during his address to the nation on November 11, said national flags were to be flown at half mast at various national key sites and government buildings for five days until November 29.

The period of mourning has begun on the International Day for the Elimination of Violence against Women and 16 Days of Activism Against Gender-Based Violence, which will mean gender-based violence will be high on the agenda in the country until December 10, Human Rights Day.

Gender-based violence is a \"big problem in our society\" that \"needs to be solved\", according to student Mmannethe Mokwana.

Mpho Sempe, a resident of Pretoria, said he and a group of men gather to discuss how they can tackle gender-based violence, saying such violence has \"been a burden for years\".

Shop salesperson Rose Mokeona, however, said people in Pretoria have relaxed on COVID-19 regulations like social distancing and mask wearing, adding \"it's sad because people have lost their lives and they are still going to lose their lives.\"

Since the pandemic began, 21,083 South Africans have died from COVID-19.

Ramaphosa has called on citizens to wear black armbands or other signs of mourning to signify and respect those who have died.
