Texas superintendents, including Dr. Stephanie S. Elizalde of Dallas ISD, are advocating for House Bill 4, which would eliminate the STAAR test and replace it with a nationally norm-referenced progress monitoring system to provide real-time, user-friendly feedback and meaningful accountability.
