Since Sunday, 65 new patients have been diagnosed, including 31 locally transmitted cases in what has been dubbed a \"third wave\" of the pandemic in the global financial center.
Taxi drivers, restaurant workers, a medical clinic employee and a retirement home resident -- some of the people most vulnerable to the virus and likely to spread it -- have been diagnosed.
\"It is possible there could be a major outbreak,\" Dr. Chuang Shuk-kwan, the head of Hong Kong's Center for Health Protection (CHP) Communicable Disease Branch said Wednesday. \"There could be a sudden exponential growth of cases.\"
Since the virus began spreading worldwide earlier this year, Hong Kong has recorded only 1,324 coronavirus cases and seven virus-related fatalities.
The city's success in containing Covid-19 has been attributed to the government's vigilant enforcement of quarantine for overseas arrivals, efficient contact tracing and residents' willingness to practice good hygiene, wear masks and practice social distancing.
While the new caseload and total number of people diagnosed with Covid-19 is very low compared to countries where the pandemic is running rampant, like the United States and Brazil, experts say the latest rise in cases shows that, despite even the most stringent anti-epidemic controls, the virus still poses a threat.
\"This virus will find every chink in your armor,\" said Dr. Sarah Borwein, a Hong Kong-based physician experienced in infectious diseases and epidemiology. \"We've seen that in Beijing, in Singapore, in South Korea and now in Israel, Australia and elsewhere.\"
Control measures had been working
Before Sunday, Hong Kong had gone three weeks without any instances of people contracting the virus locally, except for some cases directly linked to imported cases, for example, people living in the same house.
Life inside the city had mostly returned to normal, even as the virus ravaged other parts of the world. Bars and restaurants have been open for weeks, albeit at limited capacity, and gatherings of up to 50 people have been permitted since June 19.
Restrictions still apply to inbound travelers. Nearly all new arrivals to the territory are required to undergo a health screening and deep throat saliva test at a government facility at AsiaWorld-Expo, a massive convention center near the airport.
Those who test negative must spend 14 days in quarantine -- either in a government facility or at home with a monitoring wristband -- regularly checking themselves for any sign of the virus and reporting results back to relevant authorities. Positive cases are usually transferred to local hospitals, and their close contacts are sent to isolation centers.
Until this week, health officials had been able to identify and isolate the relatively small number of local cases. However, the recent rise in local transmission has prompted warnings of a community outbreak.

At least four top Bolivian government officials tested positive in recent days, including Health Minister María Eidy Roca, Minister of the Presidency Yerko Núñez Negrette, Minister of Mines Jorge Fernando Oropeza, and the commander of the armed forces, Gen. Sergio Orellana.
The pandemic's epicenter shifted to Latin America in late May and the virus has spread rapidly through the region. Brazil and Mexico have reported particularly high case numbers and deaths. Brazil has more than 1.7 million cases and more than 69,000 deaths, second on both measures only to the US.
Cases in Latin America have contributed significantly to recent record rises in case numbers.

The previous group of cases identified for dismissal — nearly 66,000 in February 2020 — covered only an examination of state Department of Justice data, Gascón's office said. “Dismissing these convictions means the possibility of a better future to thousands of disenfranchised people who are receiving this long-needed relief,” said District Attorney Gascón in a September 27 statement.

GentryContributing Writer More than 500 people joined the nation in protesting police brutality, the murder of unarmed black man George Floyd and racial oppression during its recent Black Lives Matter protest in Cedar Hill. Residents of this southern Dallas County city – which is 54 percent black – marched from the Cedar Hill Walmart near Uptown to the Cedar Hill Government Center, which houses the police department. They held signs – black, white, other races, young, old and more – and engaged in chants including “Black Lives Matter!” Once assembled in front of the Government Center, residents heard from various speakers including Mayor Stephen Mason, Police Chief Ely Reyes, and 18-year-old Janell Baker, a Cedar Hill resident who is the 2020 Salutatorian of the School of Science and Engineering at Townview. “I’ve never been one to delight in the workings of the American political system but I’ve always been one to stand up for what I believe in; and what I believe is that right now in this country we need drastic change” said Baker who will be attending Stanford University in the fall. “The truth is that for over 400 years, black people in America have been enslaved, oppressed and treated as if we are less than human, she said. “And the main problem we are facing currently is that the criminals who are committing these acts of hate are not being held accountable and for the most part are getting away with no punishment at all.” This “complete lack of accountability” Baker told the crowd assembled, “is the complete lack of accountability that screams to people in this country that black lives do not matter which is why everyone has the responsibility to scream the opposite. “Our lives do matter. Our lives have value and we deserve to be loved and celebrated.” Residents and police were urged to continue the dialogue and building good relationships. The Tri-City Chapter of the NAACP – serving Cedar Hill, DeSoto, Duncanville and the surrounding communities – was also present and encouraged residents to join the organization and help continue fighting for racial progress.
