Arkansas is officially the first state to ban gender confirming treatments and surgery for transgender youth. On Monday, Governor Asa Hutchinson vetoed the Save Adolescents from Experimentation (SAFE) Act, which would ban doctors from providing gender-affirming healthcare to transgender minors.
