In May, Burundi held a presidential election which was won by Evariste Ndayishimiye, candidate of the ruling National Council for the Defense of Democracy - Forces for the Defense of Democracy (CNDD-FDD) party.
Ndayishimiye was hurriedly sworn in after the untimely death of president Pierre Nkurunziza in June.
Rights violations continue
The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.
A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.
The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015.
His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.
Hundreds of people were killed and over 300,000 fled to neighboring countries.
A parliament brawl broke out in the Democratic Republic of Congo Monday with ministers overturning desks and throwing chairs after President Felix Tshisekedi moved to scrap the ruling coalition.
Tshisekedi announced on Sunday he planned to form a new coalition, in which ministers loyal to his predecessor Joseph Kabila command more than 300 seats in the 500-member parliament.
He said he may have to dissolve parliament and hold a fresh election if he could not form a new coalition.
\"The present majority has crumbled and a new majority is required,\" he said, adding that if he failed to form a new coalition, fresh elections would be the solution \"using the constitutional prerogatives that have been invested in me to come back to you, a sovereign people, and ask for a majority\".
In 2019 Tshisekedi took over from Joseph Kabila, who was in office for 18 years. But he need to forge a coalition with the pro-Kabila FCC, which has prevented much-needed reform.
In October, Tshisekedi revealed there had been discord over major issues with the FCC-dominated government.
These included national security, the management of state assets, the independence of the judiciary and the organisation of elections.
Parliament said the plenary session had been deferred to another date, denouncing the \"destruction\" of furniture and \"the presence of armed bodyguards inside the assembly.\"
Tshisekedi meanwhile held emergency talks with pro-Kabila Prime Minister Sylvestre Ilunga on Monday afternoon.
The FCC said on Monday that Tshisekedi's declaration was \"a flagrant and intentional breach of the constitution\".
It said it would ask Kabila to give \"his version of events\", and asked the \"people to remain mobilised against an attempt to hijack its will freely expressed at the ballot box\".
Last week, the FCC accused Tshisekedi supporters of trying to bribe deputies to switch parties. The president's supporters then sought the resignation of the pro-Kabila speaker of the lower house.
The growing tensions have sparked international alarm with the African Union calling on the country's leaders to \"work resolutely and sincerely for national harmony and to preserve peace and stability\".

Even in a normal year, the scene I found inside a luxury car garage in central London was unusual. It was here in Marylebone, on a murky November morning, that I found a young Zimbabwean aviation and sex toy tycoon who had devoted his life to fulfilling a boyhood dream: building his own hypercar. Ameerh Naran , who is 34, stood next to a full-size model of the Naran, a 1,048 brake-horse-power “hyper-coupé” currently in production in Germany. He’s making 48 of the four-seater cars initially and offering buyers the chance to customise pretty much everything. Prices start at US$1,1 million, but Naran expected most builds would exceed US$1,3m. It was a mad, muscular looking beast, with a shark-like nose, gold-leaf trim, and giant spoilers. The boxy exhaust housings looked like a pharaoh’s cat flaps. It dwarfed the Lamborghini parked next to it — and Naran himself, who presented rather more elegantly in a navy Celine blazer with immaculately pressed mustard trousers and patent Ferragamo loafers. “We’ve got a client who’s big into horses and we’re working out a way to do the interior using horse hair,” Naran said of the cars, the design for which he is revealing today (it won’t smell of a horse, he assured me). “We have another client who has a tattoo on his body that we’re embroidering into the car.” A tattoo of what? “He’s honestly very high-profile, if I said you would know who he is.” Such was life in the rarefied world of the limited-run hypercar, in which lowly supercars — your off-the-shelf Ferraris and Lamborghinis — became the antelopes to the hypercar’s apex predator. It’s a trend that arguably started in 1993 with the McLaren F1. Other exotic species have included the Bugatti Veyron and the Swedish marque Koenigsegg. Some came and flamed out, while others became highly collectible; the F1 cost about £1,2m in today’s money at its launch. Last year, one sold for £16,2m. If 2020 seemed like a perverse year to launch a US$1million car, well, the supercar market had rallied. The very wealthy had money to burn, and a desire to invest in collectibles. Ferrari’s share price, meanwhile, had exceeded its pre-pandemic high. Ameerh said his customers came from sport, music, and big business. All of them had expensively stocked garages. They were the spenders for whom a million pounds on a shiny new toy wasn’t such a stretch. Not that anything 2020 has thrown Naran’s way would have diverted him from a journey he said he began 30 years ago. While exotic car fantasies were hardly rare in children, Ameerh’s entrepreneurial background — he descended from Indian immigrants who built a small shoe manufacturing empire (Conte Shoes) in Zimbabwe — gave him different ideas. POLICE officers have been implicated in the Zanu PF district co-ordinating committees (DCC) election rigging scandals in Mutoko East with allegations that they were paid to vote as party members. BY JAIROS SAUNYAMA In a WhatsApp audio circulating on social media, a female candidate narrated how some police officers were busted and they eventually admitted that they were ordered to cast a number of ballot papers in favour of Richard Musiyiwa (Mutoko East MP) who is eyeing the Mutoko district chairmanship post. Musiyiwa’s rival for the post is businessman Zano Kahuni. NewsDay was reliably informed that chaos erupted on Monday afternoon as members demanded transparency on how the elections were conducted. “I asked Musiyiwa how the ballot papers totalled 120 while each polling station was allocated 92 of them. A police officer has agreed that he was ordered to manipulate the results. There is need for the Mutoko East DCC election to be declared null and void,” the candidate can be heard saying in the audio. “Zanu PF is being dragged to the dustbin. If President Emmerson Mnangagwa loves us, he must send someone to put order in this area, otherwise in 2023 it will be chaos. About 40 youths were expected to vote in this election, but we are having results of the winner having 77 votes. THE family of a minor who was allegedly raped by suspended MDC-T spokesperson Khaliphani Phugeni has announced that it will appeal his acquittal at the High Court. BY NQOBANI NDLOVU Phugeni yesterday celebrated his acquittal for rape charges saying the charges were fabricated. He said he was a good man and not a rapist. Phugeni was acquitted at the Western Commonage Court in Bulawayo by magistrate Sibongile Msipa-Marondeze on Monday. The crime was allegedly committed between June and November 2018 when the alleged victim was 14 years. However, the case came to light this year when the victim started exhibiting a change in behaviour. In an interview yesterday, Phugeni said the charges were fabricated and were meant to “damage” his political career. “The charges were fabricated, and that is what the magistrate said. “It’s a great day for the Judiciary. “As a country, we must hang our heads in shame for allowing a good man to be charged based on false claims, with clear impunity and without any shred of evidence provided. “This was meant to tarnish my image, vandalise my political career beyond resuscitation but the people of Zimbabwe kept coming to my inbox to tell me how much they loved me. “There are rapists out there going for our children, and I hope that no child will be disbelieved when they report a genuine rape because of this sham accusation,” Phugeni said. While Phugeni is celebrating his acquittal, the family yesterday revealed plans to appeal against the judgment at the High Court. “We have met as a family and resolved to appeal at the High Court. “We hold no beef against Phugeni, it’s nothing personal against him as alleged. “In any case, Phugeni has been a family friend for years. “Why would I want to fight Phugeni over a Senate seat? “It’s disturbing that there are some people trivialising rape claiming that we want to tarnish his political image,” the mother of the victim said. Last week, Phugeni’s lawyer Kholwani Ngwenya filed an application for discharge at the close of the State’s case in terms of section 198(3) of the Criminal Procedure and Evidence Act (Chapter 9:07). Ngwenya cited the fact that a police report was made 28 months after the alleged violation and “moreover the report was not voluntarily made as it was made after she had been threatened to be beaten by her mother.” He argued that the evidence seriously fell short of establishing a prima facie case against Phugeni.
