Former Va. Gov. Doug Wilder and the former state secretary of education James W. Dyke Jr. are calling for the local HBCUs to get $50 million of $4.3 billion coming from the American Rescue Plan Act. The pair wrote a letter to Gov. Ralph Northam about the matter.
