Abiy's government and the regional one run by the Tigray People's Liberation Front each consider the other illegitimate.

\t There was no immediate word from the three AU envoys, former Liberian President Ellen Johnson Sirleaf, former Mozambique President Joaquim Chissano and former South African President Kgalema Motlanthe. AU spokeswoman Ebba Kalondo did not say whether they can meet with TPLF leaders, something Abiy's office has rejected.

\"``Not possible,'' senior Ethiopian official Redwan Hussein said in a message to the AP. ``\"Above all, TPLF leadership is still at large.'' He called reports that the TPLF had appointed an envoy to discuss an immediate cease-fire with the international community ``masquerading.''

\t Fighting reportedly remained well outside the Tigray capital of Mekele, a densely populated city of a half-million people who have been warned by the Ethiopian government that they will be shown ``no mercy'' if they don't distance themselves from the region's leaders.

\t Tigray has been almost entirely cut off from the outside world since Nov. 4, when Abiy announced a military offensive in response to a TPLF attack on a federal army base.

That makes it difficult to verify claims about the fighting, but humanitarians have said at least hundreds of people have been killed.

\t The fighting threatens to destabilize Ethiopia, which has been described as the linchpin of the strategic Horn of Africa.

\t With transport links cut, food and other supplies are running out in Tigray, home to 6 million people, and the United Nations has asked for immediate and unimpeded access for aid.

BY SILAS NKALA A ZIMBABWEAN man arrested for overstaying in Botswana and lying that he was a Southern African Development Community (Sadc) intelligence official deployed to that country, was last week slapped with a two-year jail term. Last week, Philimon Sithole appeared before a village chief magistrate, Batho Kgerethwa, who convicted and sentenced him to two years in jail for producing a false document and claiming to be a diplomat. Botswana’s Voice newspaper reports that Sithole pleaded guilty to the two charges. Charges against Sithole were that he stayed in Botswana between December 5, 2018 and April 24, 2020, exceeding the 90 days he had been given by the immigration officers. The court also heard that Sithole, on April 24, 2020 near Gaborone West Police Station, lied to local police that he worked for Sadc as an intelligence officer and political analyst. When further asked to produce other documents to prove that he was a diplomat, Sithole gave them a diplomat card for Sadc issued in 2019 and expiring in 2030. It was the State case that on the same day, Sithole produced a forged residence permit to police. The detective then called Sadc, which denied having an employee by the name Sithole. The police recovered a gun during a further search in Sithole’s car. The investigating officer told the court that Sithole also misrepresented that he was a director at Current Logistics Company and implicated one Edmore Murufu for producing his fake documents.

THE Zimbabwe Electricity Transmission and Distribution Company (ZETDC) is facing viability challenges, including acute transport problems to carry out its mandate. BY REX MPHISA ZETDC acting managing director Lovemore Chinaka said the problems were affecting the daily running of the country's power utility currently heavily reliant on hired vehicles at most of its stations. In a interview yesterday, Chinaka said some projects had been put on hold because of shortage of materials, but was optimistic his organisation would be on the rebound because it was mobilising resources. Chinaka could, however, not say off-hand the amount ZETDC needed to meet its power supply obligations. “We have serious challenges in transport that have affected our operations. We also need raw materials to carry out our work. I cannot say off-hand how much we need. We are mobilising resources required to meet demand,” he said. “Electrification of sections of Beitbridge is among our three major projects on plans. We have the transformers, but are still here in Harare. We should be moving to the ground, but we still need material for that project,” he said. The power utility has been struggling to supply the country with power, forcing people to destroy forests for firewood. ZETDC has in the recent past increased its tariffs attracting public outcry, but it maintains its charges were the lowest in the region. In September this year, Chinaka said the existing rate was approximately US0,02 per kilowatt hour instead of US0,10 cents per kWh at which the power utility can break even. Mobility in the exchange rates resulted in recurrent increases in imported electricity prices threatening Zesa’s viability. ZETDC blamed vandalism for its failure to power 100 000 households in the past five years. In 2017, ZETDC recorded 736 cases of theft and vandalism which in 2018 climbed to 766 and jumped to 1 178 last year. This year in July 498 cases had already been recorded.

The letter, signed by the organization’s president Salena Pryor, argues that the state’s costly plan to enforce AB 5 would only exacerbate that at this time, when California is facing a massive $54 billion deficit and the state’s unemployment rate is 24 percent, it would be fiscally imprudent to spend $20 million on enforcement of a policy that has been detrimental to the livelihoods of Black small business owners,” the letter reads.

In the wake of worldwide efforts to call out systemic racism, Black business organizations are speaking out against the restrictions that AB 5 has placed on African American entrepreneurs in including the bill’s author Assemblymember Lorena Gonzalez (D-San Diego), say they are open to making adjustments in the law as long as its core purpose, fighting against gig worker misclassification, is kept.

The statement signed by Michael Lawson, President of the Los Angeles Urban League, read, “AB 5, the legislation introduced by Assemblywoman Lorena Gonzalez focuses solely on the employee side of the equation and ignored the impact that this legislation has on Black-owned businesses that have suffered through a history of redlining that allowed banks and other financial institutions to legally discriminate against Black-owned businesses, preventing them from gaining access to capital and credit.”

Though there has been no official study of the impacts of AB 5 on Black owned business, the Center for Responsible Lending found that 95% of businesses owned by African Americans and other people of color were unlikely to receive aid from the Paycheck Protection Program  because of a lack of commercial banking relationships.

During the June 11 floor hearing, Assemblymember Kevin Kiley (R-Rocklin) spoke in favor of the amending the bill by reading from the CBCC’s letter, stating plainly the effects of AB 5 on Black businesses.

Also, at around that time, the Ministry of Health was urging young people to do their part in fighting Covid-19, and that is how the idea of developing a no-contact hand washing station came to mind.

Coincidentally, the Smart Bin project was running a 10,000 bottle collection challenge so I encouraged my fellow club members to participate in the initiative.

Being the project's engineer, my role has been to design, implement and test the electronic system employed in the zero contact hand washing station.

I think the government should make such zero contact hand washing station available in all public areas, and provide refill services for soap, sanitiser and water to the systems.

ZIMBABWE’S resort town of Victoria Falls is set to be conferred with city status today by President Emmerson Mnangagwa, a move seen as boosting its investment potential. Mnangagwa arrived in the resort town yesterday, while Local Government minister July Moyo, Matabeleland North Minister of State Richard Moyo and Speaker of Parliament Jacob Mudenda were already in the soon-to-be city ahead of the ceremony. Speaking soon after receiving Mnangagwa at the airport, Victoria Falls mayor Somvelo Dlamini said all was set for the ceremony, adding that there was a lot of excitement in the town. “All is set. We are ready and have made necessary arrangements. All that is left is for the President to do the official signing but otherwise it’s all done because he has since made the proclamation,” Dlamini said. Earlier on Tuesday, Mnangagwa proclaimed Victoria Falls a city through Statutory Instrument 285 of 2020, upgrading the municipality to a city in terms of the Urban Councils Act. “Whereas in terms of section 141 of the Urban Councils Act Chapter 29:15, it is provided that a growth point, unincorporated urban area, local board or council may apply to the minister in the form and manner prescribed for a change of its status,” the SI. “Whereas by section 14(2) of the said Act, the minister took necessary steps under the Act to effect the changes applied for and whereas section 5 and 6 of the said Act have been complied with, I consider it desirable to make this proclamation by virtue of powers vested in the President, I do by this proclamation alter the name Victoria Falls Municipality to Victoria Falls City, and also assign the name Victoria Falls to city council.” The council will also present the President with the Freedom of the City for his contribution to the town’s growth into a city. Hopes are high that the city status will make the town competitive as a tourism destination. Players in the tourism sector have said over the years they had played second fiddle to other tourist destinations because Victoria Falls was not appearing among cities despite being home to one of the Seven Wonders of the World. It will be the second tourism city in the region after Cape Town. Victoria Falls population is estimated around 40 000. — Staff Reporter/NewZimbabwe.com

Rally in the Streets

Tensions were high Thursday in Cocody, as Ivorian police patrolled the streets of Abidjan after breaking up pro-Gbagbo demonstrations unhappy that the name of their leader had been removed from the electoral list. Earlier that same morning, the access to the Boulevard Latrille leading to the headquarters of the Independent Electoral Commission (IEC) was closed by the police. The same goes for the road to the Abidjan zoo which links the electoral institution.

The determined supporters of Laurent Gbagbo, from the hard wing of the Ivorian Popular Front (FPI) had set up road barricades to disrupt traffic and were dispersed - without major incident, by the security forces.

Situational Background

Three months before the next presidential election, Gbagbo, who was acquitted by the International Criminal Court (ICC) and is conditionally free in Brussels, applied for his passport to return to Cote d’Ivoire

The name of the former Ivorian head of state does not appear on the electoral roll as he is still waiting for his passport to be issued due to a 20-year prison sentence by the Ivorian courts.

His supporters in Abidjan opposed the removal of his name from the voters' list demonstrated today in Abidjan.

Juba is one of the newest capitals in the world.  It became the capital of South Sudan when that nation was declared independent on July 9, 2011. Juba, located on the White Nile River, is the largest city in South Sudan and in 2011 it had an estimated population of 372,410 people. Since then however the population has been growing rapidly as people from Europe, Asia, and the rest of Africa flock to the city because it is the commercial hub of South Sudan’s oil industry. It is also attractive as a crossroads for travelers moving between the Democratic Republic of the Congo, Kenya, and Uganda.

Despite its status as a new capital city, Juba has a long history. Archaeological evidence shows the area has been inhabited since 3000 BCE.  In 1862 Egypt established an army post near present-day Juba which served as the southern limits of that nation’s control over Sudan.  Great Britain gained control of the region in 1899. In 1922 a group of Greek traders, who supplied British garrisons in the region, established the city.  Soon afterwards rebels from North and South Sudan met there to declare a unified campaign to resist British rule.

Even though their numbers never exceeded 2,000 people, from the 1920s through the 1940s Greek merchants controlled much of the commerce of the region, supplying goods for the indigenous people as well as the British. They built and operated the famous Juba Hotel in the early 1930s partly to accommodate air travel passengers since by that point Juba was a base for aircraft flying from Europe to Cape Town, South Africa.

In 1947 Juba was the site of the Juba Conference which established the single colony and eventual nation of Sudan.  Many in Southern Sudan, however, were opposed to that unification and began a civil war in the colony in 1955, a year before Sudan’s independence from Great Britain. That first Sudanese civil war continued until 1972.  During the second Sudanese civil war (1983-2005) rebel leaders declared Juba the capital of the Autonomous Government of Southern Sudan.

But as cases increase, a May report by the Partnership for Evidence-Based Response to COVID-19 (PERC), a public-private partnership initiative on COVID-19 in AU countries, found that certain misconceptions about coronavirus infections exist among Africans.

The survey, which was conducted between March 29 and April 17, 2020, pools its data from \"social, economic, epidemiological, population movement, and security data\" from 28 cities across 20 AU countries to measure the \"acceptability, impact and effectiveness of public health and social measures for COVID-19.\"

Titled \"Responding to COVID-19 in Africa: Using data to find a balance\", the report finds that governments who fail to adapt their public health and social measures (PHSMs) to local needs risk unrest and violence among their population.

The report urged African governments, before considering reopening society, to build public health capacity to test, trace, isolate and treat cases.

PERC member organizations party to the report include: Africa Centres for Disease Control and Prevention; Resolve to Save Lives, an initiative of Vital Strategies; the World Health Organization; the UK Public Health Rapid Support Team; and the World Economic Forum.
